come. To listen to tlreir arguments
was a most interesting occupation.
The whole bunch were ardent pa
triots and possessed a Knowledge
of their subject that would do cred
it to older heads than t!icirs The
work whether in the home or the
."public schools that creates- an in
telligent and live interest in nation
al affairs in the minds of our boys,
is doing much toward building up
a high class of citizens. Bend boys
evidently have that interest.

Problems That Confront The Irrigator.

There are two mcusures to be
passed at the coming session of the
legislature that are of great impor
tance to the state, viz: a law gov
erning water rights, and one to
control railroad transportation and
correct certain abuses. An inex
ausablc scarcity ol cars has caused
gregt loss to business this fall and
has crippled some to such an ex
tent that they will never recover.
Mills have been forced to close and
discharge hundreds of men, whom
they would have been only to glad
to keep employed if they could have
secured cars to move their lumber.
A general paralysis has ensued in
many lines of business. The rail
roads, declaring great dividends
every year, should be forced to fur
nish sufficient cars to move the
country's products. Yet justice
should characterize any measure
looking to such correction. There
should be no rabid or retaliatory
enactments. The new water code
is of no less importance. The full
est prosperity of the state demands
a just and efficient water law a
law that leaves no room for graft
and secures no uudue privileges to
promoters. The public should study
these measures and an intelligent
public opinion should see that laws
fully protecting the people's inter
ests, are enacted.
Character and Depth of Soil.
In choosing land which is to be
irrigated a careful examination
should be made of the character and
depth of tle soil, its behavior when
irrigated, the slope and evenness
of the surfi ce, the presence of in
jurious salt s, and the facilities for
drainage. tUtieottlic best milieu

on it. When sagebrush, buffalo
grass, or cactus is found on a tract,
it is reasonably ' certain that the soil
is fertile, easily tilled, and well
drained. The plants named are
but a lew out of a large group
which grow on good soil, easily
irrigated. On the other hand, the
presence of grcasicwood, saltwort,
salt weeds, or otln;r similar plants
is indicative of u heavier soil, los
easily cultivated, nud containing
more or less of the injurious salt
usually grouped under the common
name of alkali
In arid regions cultivated plants
are deep rooted. The draw their
supply of plant food and moisture
from considerable depths, nud the
deeper the soil the larger is the
feeding ground for the roots nnd
Ihc greater is the capacity to store
water. In the warmer parts of the
AVest the top layer of soil is used
chiefly as a sort of blanket to pro
tect the moist soil beneath, which
furniihes both food and water to
fibrous roots. The presence of any
hard, impervious stratum lying be
tween the first and fifth foot pre
vents dtep rooting and the storage
of moisture. A hard stratum lying
between the fifth and tenth foot is
likewise injurious, but to a less ex
tent. On the other hand, a porous
stratum of coarse gravel may waste
large quantities of irrigation water
by permitting it to percolate beyond
the root zone. It, however, insures
good drainage, and is more desir
able than an impervious subsoil.
The character of the subsoil may
be readily determined by boring
holes with a suitable soil auger to
a depth of 10 feet, if necessary, and
taking samples of soil at different
depths.
Absorption of Water by the Soil.
Easily irrigated soil will absorb
sufficient water in twenty-four
hours after an irrigation to become
moist to a depth of 5 or 3 feet.
Some soils are so impervious that
it is difficult to wet more than a
few inches below the surface and
others arc so porous that the water
soon percolates them beyond the
reach of the drcpest roots. The
surface of other soils bukes ami
cracks after each wetting, which
renders cultivation difficult. It
will usually be possible to find simi
lar soils under irrigation in near-by
fields, but if this is not possible, a
trial may be made 011 a small scale
to determine how the soil acts un
der irrigation. In general, sandy
loams irrivaie well, while clay is
hard to cultivate when wet. does
not absorb water readily, mid bakes
and cracks when drying.
Surface Conditions.
The intending purchaser should
likewise examine with much care
the nature of the ground surface
The best conditions are n smooth
surface, with a uniform slope of 10
to so feet to the mile. Such laud
costs little to put in shape for the
spreading of water over it, and the
slope insures good drainage. At
the other extreme, one finds laud
lull of buffalo or hot' wallows.
These alternating heights and hol
lows are difficult to reduce to an
even grade Again, the laud may
be cut up by ravines, thereby in
creasing the labor and cot of put
ting water upon it, or it may have
too much or too little slope. If
land which is naturally smooth on
the surface and of the right slope
costs 55 per acre to put in shape for
irrigating, hoc-wallow laud may
cost $15. Thus it is evident that
the cost ot preparing the sur
face is an important consideration

sides, some hog-wallow laud is in
ferior iu quality, being frequently
charged with injurious salts.
