Lest recent remarks in thi column give a wrong impression o the attitude of The Bulletin upon the question of public order, it max be well to add that this paper hav no sympathy with the anarchy ant yiolence that the miners' orpanizH tions introduced into the Cocur d' Alone mines ten years ago, vliicl made necessary the repressive pol icy of Governor Steunenberg. The situation then was one that rcguireo stern and immediate treatment and the governor rose to the occasion and did his duty. He preserved civil government in Idaho by apply ing martial law in the district where no other law would be respected at that time. The remedy was harsh, of course, but it was necessary. Probably no citizen of Idaho regretted it more than Governor Steunenberg did. It might even be said that some of the details might have been done better than they were. But it should be remembered that there was nc opportunity for pondcriug over nice points of etiquette murderers and dynamiters were taking the district and spreading terror and destruc tion. Was it for the forces of law and order, the constituted agencies of organized government, to sit with folded hands and plead with the ravaging mob to please murder pcopie ana wow up mills more quietly? Steunenberg in repressing the Cocur d' Atene outbreak was within the law and his oath of office Possibly there was not a particular Idaho statute for everything he did, but how pitifully narrow is the view that there must be a legisla tive enactment for everything! Every crisis calls for the applica tion of laws not upon the statute books. A civilization that would be so limited as to prevent thi would amount to nothing, would confer no benefit upon humanity. Who at this moment would con demn San Francisco authorities because they are ruling outside the mere phrases of the statutes? Criminals and criminal lawyer make much of the "statutes," for the purpose of limiting the jxuver of society over them and gaiuing immunity fiom just punishment. The gang now brought to bay in Idaho had a "roar" ready the mo ment they found they were not per mitted to invoke the technicalities of Colorado law to shield them from answering justice in Idaho, Justice in any state appears to be the very last thing m the world that they do want. From the nature of the Idaho case the prosecution has a hard job before it. If those men arc inno cent it will be very easy for them to show it and prevent conviction. On the .other hand even if they are ;guilty of nil that is charged, it will THAT NEW COURT HOUSE. The objections aroused by the re cently announced intention of the county court to build n new court house are so vigorous as to warrant the careful attention of the court. At the present time when conditions in the county are so unsettled, ow ing to the rapid and recent develop ment of different sections of the county, and when the tnx burden is already heavy enough, the time chosen by the court for adding the burden ot inuimtig an expensive court house is not only unwise but smacks of disregard for the welfare of those citizens of the county liv ing outside the favored Prmcville vicinity. In view of certain ptcvious ex pressions and actions, the unsavory suspicion that the new court house is proposed chiefly for the benefit of the county seat is gaining strength. In the Crook County Journal of March 3, 1904, under the caption, "Permanency vs. Death," the editor discusses the possible un favorable result the rapid settlement of other parts of the county may nave on Princvillc's future, and soys: "It i time therefore to ward off a body Wow nnd teurc to I'riueville the county seat tor all lime to come. To do this the most substantial county IMiihl nig; must be erected." That is blunt talk. Is it strange then that the people are suspicious that the new court house is pro posed more for Princvillc's interests than to meet the needs of the coun- tv in ppiinrnP There should be no hurry to build a court house now. Taxes while not excessive are heavy enough and those settlers recently buying and improving ditch land should not be asked to bear an unnecessary bur den. It is unfair to them. It is probable that steps will be taken to postttonc further action un til there is a full consideration of this matter and until an expression from the tax-payers can be ob tained. A short delay will cause harm to no one and will give the opportunity for future action to be stamped with the sanction of the majority. Tumnlo Items.
