It may be true that the techni cally legal election of Uuitcd States senator will be by the legislature, but it will also be true that the legislature will elect the candidate who receives the heaviest popular vote. The people are coming into the habit of asserting their powers these days. If old laws and old customs stand in the way, disrt gard them. The formal phrases, the mere husks, of the law arc not to prevent the people from exercis ing the power that is rightly theirs. If members of the legislature un dertake to carry into effect their superior wisdom" nonsense bv choosing a senator in defiance of the popular selection, such legisla tors will go to political graves. This certainly not any set statute is what gives force to statement No. 1. The people will rule. Therefore the popular vote for senators is important, and every voter should consider seriously his otc for this office. Our next sena tor should be a clean man, a man of experience in affairs, a man of dignity and force of character, and jt would be just as well if he should not come from the corporation ndden city of Portland. It'appears that the U. S. Senate has at last read the hand-writing upon the wall, and profited thereby. News comes from Washington that a railroad rate bill will be passed containing a provision for review by the courts, thus securing the measure from . being declared un constitutional. The bill as now outlined embodies the recommend ations of the president and promises to be an efficient remedy for the evils of present day railroad admin istration. Shortly after his rrtire tuent from the war department Secretary Root, in a speech at a banquet in New York, defended the President against the charge of being a dangerous radical by say ing that the disposition of the presi dent to force the great corporate interests of the country to obey the letter and spirit of the law, stamped him as the greatest conservative force in the government today. When equal protection under the law is long denied a people, history shows that they will finally appeal to the law of the strong arm, after all the final appeal iu any controversy. Japanese encroachment in the fishing waters of Alaska will lx brought to a close this year. Sen ator Fulton's bill prohibiting aliens from taking fish in the waters of that uorthern district, is on the House calendar at last, and is as sured of fiua! enactment there, since the Senate already has passed the iineasure. For some time, especially laat year, the Japanese have been pressing their fishing operations further and further on the Ameri can side of the Jleriug sea and the north Pacific ocean. United States vessels found them last year far iu the Alaska fisheries, catching sal mon in lnrgc quantities, and pick ling ths fish for return to Japan. No seizures were made, but most of the Jap vessels took to fight when observed. That this matter may be put in a ccrtatn state of protect ion, the bill was introduced by the Oregon senator, and henceforth care will be observed by the govern ment to patrol the fishing grounds during the season when poaching has been practiced. To the president and faculty of the colleges and normal schools of the state of Oregon: A few months ago circulars were issued by the Oregon Equal Suf frage Association, offering prizes to the high school pupils throughout the state for the three best essays on the subject of "Reasons for Kqual Suffrage. The pnzes were classified as fol lows: First, twenty dollars; sec ond, ten dollars; third, five dollars Through tlie affectionate liber ality of the late Susan B. Anthony, whose thoughts turned to Oregon up to the last conscious moment of her tile, the association is now able to enlarge its offer so as to include the colleges and normal schools of the state, under the following con ditions: Subject: "Reasons for equal suffrage." Length: From twenty-five hun dred to three thousand words. Essays to be submitted on or be fore May 15. Decisions to be rendered June 15. First prize History of woman suffrage, in four volumus, band somely bound. Second prize The life of Susan B. Anthony, in two volumus, also handsomely bound. Hither of these sets is a valuable addition to any library. Literature on the subject may be obtained free by application to the Oregon Equal Suffrage headquar ters, press department, Steams building, Sixth and Morrison streets, Portland, Oregon. Equal Suffrage will come before the people of Oregon as a vital question next June, for adoption or rejection at the polls. We believe it should receive its share of atten tiou in the educational influence of the day, and, therefore, respectfully and cordially invite your co-oper ation toward that end.
