The question has arisen whether
it would not be wise to have an
other election aud authorize bonds
for $5,000 for the new school house
in place of 3,500 that has becu
voted.
Pink whiskers brought Jim
Ham Lewis into notoriety and a fat
job, and now here is Green Beard
shedding a sort of lustre upon
Crook county in the land fraud
trials.
If wheat carrying is so profitable
to the railroads that they care for no
other traffic and only accept other
traffic when it is incidental to wheat
carrying, isn't something the mat
ter with the grain rates?
Harvesting operations now claim
the service of all able-bodied men
in Central Oregon. Town building,
and even the exploitation of timber
lands, are put aside for the gather
ing of the products of the soil.
This is safe and sane development,
The return of Elihu Root to the
cabinet will probably give us a
rest from Taft. The Ohio judge
has "been too prominent recently
and his mistakes have not added
anything to the glory of tin? Roose
velt administration. Doubtless he
means well but he lacks practical
experience in affairs, and energy
and good intentions will not take
the place of such experience. He
is too fresh. Root is a man of ripe
attainments balanced by experience
in large affairs and be will supply
just the force th it is needed at
Washington.
Charles F. Lord's suit against
District Attorney Heuey for $50,
000 damages is scarcely up to the
dignity of opera boufie. When the
district attorney dismissed one in
dictment against Lord, that mem
ber of the grafters' combination
thought Heney had lost evidence to
support the charge and the damage
suit was immediately filed. About
that time a supplemental indictment
against Mr. Lord came in. Lord
would better give up his attempt to
intimidate Francis J. Heney. Mr.
Heuey has the habit of knowing
what he is doing; Mr. Lord op
erates in the dark.
AN UNTENABLE POSITION.
Portland will make the mistake
of her life if she permits the Harrl
man lines to put the excuse of "no
developed traffic" iu the way of
present railroad extension to Bend.
It is, in the first place, not a valid
excuse for an agency that would
itself be the greatest developing
force hi the country. There is
much greater reason for the farmer
to say lie cannot operate here with
out transportation Facilities. Set
tlers do uot have the means to in
vest without prospect of immediate
returns; the railroad, in Jhe very
nature of the case, is atl investment
to make possible such development
as will create commerce. The set
tler who says he cannot clear tli I
Jatul, put up buildings nud plant
and till crops a hundred miles from
the railroad is justified; the railroad
which says it can not enter n given
section because the farmers are not
yet producing traffic sufficient to
pay is not justified in that attitude,
for it is denying one of the funda
mental considerations for the privi
leges it receives from the jrcoplc.
It is a mistake to assume that the
road to Rend will be n mere stub
end or feeder. It will, of course,
serve as nn important feeder, hut
Portland's interest is to control the
trade qf thin third of the state nutl
the only way to do that is to make
possible the development of that
trade iu sympathy with Portland.
Cammcrcial relations must grow,
they cauuqt be created over, night.
The Bend road will inevitably teach
thrqugh to Cajifqruiu connections
The vast timber belt east of the
Cascades jnakes this sure Whnt
will become of Portland in this field
if her interests arc uot well cstub
lishtd here when the California con
nection comes? And if the road
from the south should reach Rend
first Central Oregon would know
and care as much about Portland
us it would about Kalnuuizoo or
Hong Kong. San Francisco would
commaud this field as completely as
it docs the Sacramento valley.
If Portland has not sufficient
interest in this locality to press
transportation through in advance
of actual developed traffic iu
other words, to assist iu the creation
of commerce that she professes to
want she will have no ground for
complaint if other alliances are
made. Rend will have a railroad,
one way or the other.
SENATOR MITCHELL'S CONVICTION
Senator Mitchell was convicted
by an Oregon jury, and the testi
money of Puter or McKinley had
nothing to do with it. His own
law partner for a generation, the
man who had been willing to com
mit perjury and to suborn perjury
at the behest of aud lor the "protect
ion" of the senator, was the main
witness against him, but there wns
plenty of corroboration. Senator
Mitchell had so Ion 14 escaped ac
countability to the laws of the
laud that it seemed impossible, un
natural, that he should now lie
held to answer for this misconduct
But he is held.
No convict was ever quite friend
less aud Senator Mitchell has n
number of friends bound to him by
common interest in the spoils of
crooked politics. They are inex
pressibly shocked and grieved that
one so long uiicuuglit .should at
last be brought to boy lefore they
had all thev wanted out of him,
The fact th.it he was clearly proved
guilty is too trifling for their con
skleration. They knew he was en
gaged in these practices for years;
indeed are themselves the benefici
aries of .such "senatorial" work.
Wliut harm could there be iu it so
loin; as it helped thorn to what
they wanted? It is perhaps just as
well to have it brought sharplv
to mind now that the satis
faction of personal greed is uot
the whole aim and object of pop
ular government. There is such a
thing as conscience iu the discharge
of public duty.
Under what president before
Roosevelt would we have found pros
ecution of the Burtons, the Dietriches
aud the Mitchells for such offen
ses as have been brought to their
doors? The power of the pull at
the patronage fountain was suffic
ient to hush dangerous criticism.
These men, placed by the people iu
high place, used ignobly the power
given them, because the national
administration permitted it. When
we got a president who would not
permit prostitution of the public
service for the screening of grand
rogues there came trouble into
the camp of the grafters.
Mitchell is convicted. No man
rejoices at this for its own sake,
for it is a pitiful spectacle that is pre
sented by this aged transgressor at
the close of a very notable career.
But there is a vital principal of
government at stake, which de-
mauds that the guilty be so declar
ed and suitably punished. The
perpetuity of republican institutions
depends upon keeping the public
service, high and low, clean. The
growth of grafting hns been our
most insidious peril. It must be
checked or we may as well abandon
the experiment of popular govern
ment first as last.
