is plenty of faith in her credit.
If Portland would cut out the
land fraud trials until after the fair
it would cive the fair a better
chance. The trials are a big counter
attraction.
The recent work at Odessa shows
why the Russian Blaclc sea squad
ron did not attempt to force the
Dardcncllcs. A large part of the
Japanese confidence probably came
from a knowledge of the true con
dition of the Russian navy.
The Lewis and Clark exposition
is a thoroughly creditable affair.
It is by long odds better than any
similar thing that has been offered
outside of Philadelphia, Chicago
and St. Louis, which were not only
large cities themselves but centers
of extensive and thickly populat
ed states. Comparatively the
Lewis and Clark exposition is away
ahead of those. It should be a
matter of pride for the whole Pacific
slope to support it.
Tax On Migratory Livestock,
I'rom Wednwday'a Oregonian.
A suit is pending in the supreme
court of Oregon to test the validity
of the net of the last legislature
which provided for the taxation of
migratory livestock. The act pro
vided that the owner of livestock
Khali pay the taxes thereon, at the
time of assessment at the rate of
the last levy. If the stock should
be taken into another county, he
must pay a tax on them in propor !
tion to the time they arc pastured j
in that county, and will be entitled i
to collect from the first county the
amount of money he has paid to
the second. . I
The puriiosc of the law was to
enable each county to collect n tax ;
on livestock for the time the stock ;
may be ranged within its borders. ,
The principal objection to the law '
is that it provides nn unequal rate
of taxation, for the owner of mi
gratory livestock must pay nt the
rate levied for the previous year,
while all other property is taxed ac
cording to a rate levied after the
assessment. The new law was ex
pected .to discourage the driving of
stock from one county to another,
to make a fair division of the tax
upon migratory livestock, and, in
cidentally, to lessen the range
troubles.
Like many laws that have been
enacted in Oregon, the first thing
to do is to submit it to the supreme
court. Luke county brought the
first suit under the law, and has
carried the case to the suprsme '
court, Judge Benson having sus
tained a demurrer pro forma.

country strong in all the elements

The quality of the Deschutes
water is one of the attractions of
this locality that cannot be measured
iu money. Strait from the perpet
ual glaciers of the Cascades, with
out admixture of alkali or pollution
of cities or a numerous population
in the upper valley the Deschutes
river is vastly more than horse
power or moisture for plant life. It
