The city council fiually decided
that it could uot outlaw the Fourth
of July by preventing fireworks.
'But the police will be instructed to
keep fireworks of all kinds away
from sidewalks and buildings as
much as possible, and wilful viola
tiou of the admonition of the police
will be regarded as a breach of the
peace.
It is impossible uot to feel some
compassion for the old man on trial
in Portland for illegal and corrupt
Use of his official position. His
career has been a notable one", if it
has not been commendable. There
is no doubt at ali that he has
feathered his nest by using the
power the people put in his hands
for other purposes. This is no
news, nor, for that matter, is it a
very uncommon practice. The line
between a bribe and a fee is often
rather difficult to distinguish. Sena
tor Mitchell's manner of living has
been such that he has amassed no
great private fortune, though his
income has been large, and for this
reason many will feci disposed to
excuse his conduct. But if this
were to be the general policy of
government, if vice in high places
were to suffer no penalties, we
.would soon be on a level with the
Spanish people. There must be
exerted from without the repressing
force that will assist in the expres
sion, the it.'tiug, of honest inner
impulses Dishonor and vice mutt
not receive the rewards of honor
and virtue. The great laws of na
ture forbid and the laws of man may
safely follow them. As ye sow, so
must ye reap, even if the harvest
,be late in life.
The idea of development without
incentive is absurd. The producer
must have a market. Otherwise he
will not produce. That Is what
Central Oregon must have n mar
ket. It is quite as much the function
of railroads to carry cople and ma
chinery and groceries into a new
country as it is to carry wheat and
wool and lumber out. The new
railroad gospel for Central Oregon
appears to be that the laud shall be
fully occupied and the people shall
toil to raise crops a few years and
then maybe the railroad will haul
litem to market. This is an in
solent attitude. If there is ever a
time when transportation facilities
are needed in any section it is dur
ing the development period. The
railroad that isn't willing to assist
in development ought uot to be per-'
mittcd to share in the profits of
maturity. I
The railroads expect to reap in
Central Oregon without sowing
anything themselves. And they're!
uot satisfied even with a sure thing.
It is lucky for the country and for
the great railroads that this novel i
idea is so modern. It would have'
made impossible three quarters of!
all the railroad mileage of the coun
try. Have we fallen in a time
when railroads have ceased to be
developing agencies and have be
come merely agencies for relieving
ripened communities of wealth that
distresses them?
Bend will celebrate the 4th.

LUMBER SENT TO SHANIKO.
First
Shipment from Bend Went
Tltls Week.
Freighter William T. Pitts went
out Wednesday with two wagon
loaded with lumber for Shaniko
3,500 itet front the Pilot Butte mill.
This included all grades from com
mon rough to clear flooring and
was sumctent to build a small
dwelling.
Shaniko has experienced consid
erable difficulty in getting lumber
this spring. The railroad has been
pretty inttsy witu better paying
traffic. So this order for lumber
came to Bend, to be hauled 100
milts by team. And it is said
other orders are coming. The
freighters, by having a load both
ways can carry it at a materially
cheaper rate.
STEAAl BOATS.
The railroad men have come and
gone and have left no definite an
nouncement of plaus. And yet it
is not difficult to read that present
.plans contemplate immediate exten
sion of the Columbia Southern rail
road to some point on the wheat
producing Agenc) Plain?, probably
Madras, with the next step to Bend,
probably next season.
We say such are the plans now
evidently iu contemplation. At the
.same time these iirip'resslve ekcuf
sions to the iuterior have come to
be the means frequently employed
to hush the clantor for Irausporta
tiou facilities and we must not be
fooled by them. These neighbourly
, visits are all right, we'ni glad to
have them. But they wont quite
take the place of real railroads.

produced which we call modern
commerce. People will '.not labor
