The Bend water company isn't
much on advertising but it does
things. The same is true of many
other Bend enterprises. Bend's
security and progres do not de
pend upon any one institution or
industry-
Assessor J. D. LaFolIctte, who
was in Bend this week, is a cousin
of the reform governor and ccuator
elect of Wisconsin. C. H. Arnold,
who has been keeping the Smith &
Cleck restaurant several months,
is a cousin of W. L. Douglas, the
shoe manufacturer and governor of
Massachusetts. Mayor Arthur
Lawson Goodwillie, of Bend, is a
cousin of "Frenzied Finance" Law
f on, of Boston. Thus does the blood
of the F. F. V's get out on the
frontier for rejuvenation, and the
cause of civilization goes marching
valorously on.
If townsites were towns then beg
gars might ride, runs the old prov
erb. However, it must not be
forgotten that the Deschutes valley
is a wonderfully productive region
and there will some day be more
.than one thrifty town in the shank
between Deschutes and Crooked
rivers. Let 'em come. At the same
time let us remember that building
towns first and the country after
ward is not the natural or logical
order ol development. The Bul
letin has spoken of this several
times and believes it a good thing
to keep constantly in view, that
safe and sane development builds
upon a foundation of productive
industry. The steeple and flag
staff should come last, not first.
ST. PAUL FOR CENTRAL OREO.ON
The St. Paul railroad seems to
be squaring away for nn advance
through Central Oregon, perhaps to
occupy the field bclorc Gould docs.
A short time ago it was announced
that the St. Paul would build to
the Pacific coast and Seattle was
given as the proposed terminus. It
was known that that railroad had
option's on valuable property avail
able for terminal in the Pugct
sound city. Some days later the
St. Paul Pioneer Press printed the
statement that the St. Paul had
"given up all hope of establishing
coast terminals in Seattle, which it
has had in view for two years, be
cause ol the prohibitive prices
placed on tide lauds which arc ab
solutely necessary, nnd the options
held by the company, aggregating
$1,750,000, have been placed at the
refusal of the Northern Pacific."
This was followed immediately by
the announcement of President
Earling that the St. Paul would
build at once into Wyoming and a
little later it came out that a junc
tion would be made with the Ore
gon bnort Line in Idaho. itohi
there, of course, it could get to the
coast.
But the St. Paul is a pretty in
dependent as well as conservative 1
railroad. It has more actual cash i
in its treasury than any other rail
road in the country. It will not
depend on trackage rights over
competing lines Tor its passage to .
the coast. It will have its ownj
rails and it will open new territory,
in order to avoid friction with its ,
neighbors and to develop wealth of j
its own. It won't bend down into I
Wyoming and then strike back I
north to Pugct sound. That would
be an impossible route, long mile-,
age and through a competitive field. '
Manifestly the thing for the St.
Paul to do is to cross Central Ore- j
gon to Portland and there arel
strong indications that plans for
such a road are fast maturing. I '

How the name of J. M. Law
rence came to be proposed by Sec
retary Hitchcock for receiver of the
Jloseberg land office is quite un
known to Mr. Lawrence, who was
sot an applicant for that or any
other office. If the story of the
Portland Oregonian, reprinted in
another column of this paper, is a
true statement of the situation, it
indicates that that unfortunate land
office is still some distance from
clear weather. The Roseburg of
Jice last year handled more money
than any other ih the United States,
$480,261. The next highest in
Oregou was LaGraude with
$311,641, then Lakeview with
tf 309.590, The Dalles $231,421,
Oregon City $88,587 and Burns
21,073. All but Burns are maxi
anum offices, paying registers and
receivers $3,000 a year each.
Next Wednesday afternoon from
1 to 4 o'clock there will be held at
the B. M. hall an election to de
termine whether this school district
shall be bonded for $3,500 to build
a new school house. Under
the statute and instructions
of the state superintendent only
persons on last year's tax roll are
entitled to vote at this electiou
those whose names are actually on
that roll, or who own shares in a
corporation or partnership that was
on last year's tax roll. The only
exception to this rule is in the case
ofipersons who ptrchased property

Catholic Church Services.
Rev. Father Hickey writes that
he will visit Bend this week nnd
celebrate mass here next Sunday,
May 28th, at 8:30 o'clock a. m.

come together next Sunday with a
view towards formulating plans for
