The difference between religion
ami ctrituiiui is vast and pro
found. Many a niau of deep re
ligious convictions has no 11s; for
the orthodox systehi of theology.
The othodox church is mostly a
busbies institution, like a depart
ment store or a sawmill. It is, of
courts, nonsense to declare that
there is no good in any of those
institutions.
Postoffice business is a fair index
of the growth of the community.
For the first quarter after the Uend
postoffice was established the total
of cancellations was $1.14.45. For
the second quarter, closing today,
the cancellations are $265.45. The
increase te steady. For July can
cellations were $68.90, August
$95.03 and September (with the
last day estimated) $101.53. The
total number of registers since the
opening of the office is 327.-
An attache of the British lega

down in Massachusetts the other
day aud ran his automobile unlaw
fully through the streets aud hurt
sonic people. A police justice re
fused to sec in him anything to ex
empt him from punishment and
fined him for breaking the law and
also for contempt of court. Then
the matter was brought to the at
tention of the United States authori
ties at Washington ami it was
found that the Massachusetts
officiate had themselves broken the
federal law and must apologize.

With the discussion of incor
poration for Hend a peculiar sit
uation is developed at PrineviUe.
Saloon licenses there are only $250,
under a charter passed by the legis
lature, while the general state law
places the minimum saloon license
fee at $400. In one sepse this is a
pretty good arrangement. If the
license fee were greater in Prine
viUe than outside the saloons would
collect about outside of town, be
yond police regulation. The lower
license fee within the corporation
bring the saloons within police
supervision. However, this ques
tion would not cut any figure at
Bend, for the law under which Hend
would incorporate gives the muni
cipality power to fix saloon licences,
provided they be not lower
than the sum named in the state
law. So Bend licenses cannot be
less than $400 a year. It way be
remarked in passing that there
was a decision over in Clackamas
county a few day ago to the effect
that a municipal charter must give
way when it conflicts with general
state law.

Therefore, this move of the govern

The decision of the government
