Bend is not making so much blow
and bluster as some other places
but it is attending to its knitting
and doing things every duy and

temporary clean-up.

would have shunned it, owing to

in getting the Rend school on a ba

has reason to regret his withdrawal

Wiest to the board, however,
brings a mail of experience in
school affairs, so the reorganised
board may be expected to admitnis
ter school affairs with efficiency anti
success. Mr. Wiest was the chief
of last year's board and there was
never a tnore harmonious body.
The idea of a graduated home
ead lw, advanced by Congress
man Willjanujou, is one that is loaded
with dailgjr. The theory of it is
ail right; if it were to be carried out
in a scientific spirit it would doubt'
lass bring: great improvement. Hut
we have had enough experience
with land administration iu tht
United States to know that fine
theories fall down lamentably when
put to the test of practical opera
tion. The graduated homestead
would nocessurily leave more to the
discretion of kind officials, would
be likely to opou tbe door to multi
farious and multitudinous grafters,
aud by the time the government
would wake up to the abuses there
would be no more public domain.
It is conceivable that a graduated
ltonestead law might be so guarded
that its administration would not be
attended with great mischief, but
the possibilities of evil are so great
that the wisdom of such an innova
tion at this time may be seriously
questioned.

She has already won her fight
