WHAT OF OUR TIMUUR?
"What shall vc do with our Urn
ber?" nsks a man who has a claim
in the Upper Deschutes valley. "Is
the country k'B develop so we
can make use of our own tinilwr, or
must we sell out to the syndicates
that seem to be willing to hog the
whole thiiiR?" continues our cor
respondent. "The government has
withdrawn so much laud in this
.section from entry that it discour
ages general development and it
looks to me as though wc small fry
would have to take what we can
get now or stand a good show to
lose the whole.'
This view is tco gloomy. It is
that of a man who has little faith

the government has withdrawn a
large area in the Upper Deschutes
valley. Remember, it is only the
government land that has been
withdrawn aud there is compara
tively little of that left. Nearly all
the desirable timlicr is in private
hands.
It is probably true that few of the
people who have taken timber
claims will be able to make profit
able use of their own timber. The
tendency of the time is to bunch
the claims into large holdings so as
to be worth the while of capital to
come in and develop the resources
of the country. This is a legiti
mate movement. Our forest or
other resources will not develop
themselves. Development -will not
come from the people who sit
around and growl because others
are trying to do something.
It has been demonstrated that
capital is not safe coming into this
country unless it comes in quantity
sufficiently strong to carry its ends
regardless of the people who stand
ready to sandbag it. This is not a
pleasant thing to say, and we should
probably fight if anybody else
should Say it of us. But it is the
ugly truth and to look the matter
squarely in the face may help us to
mend. Because the same spirit has
been observed in other localities
will not help us. We ought to
make it easier for those who come
here with money and energy to ap
ply to development of the native
wealth of the country. Of course
they will make money here; it is
folly to expect them to come here
and lose their money. But when
they make money the rest.of us will
also prosper.
Unquestionably it would be bet
ter to have a lot of smaller diversi
fied industries established here than
to have a few fat syndicates rule us
and drain our resources. But wc
haven't the money necessary to de
velop those industries aud we make
it decidedly unpleasant for those
who bring in the money. There
fore, we need not expect capital to
do much with our timber until it
can come in shape to protect itself.
In this view of the matter the
dealer in timber lands is a neces
sary factor. Through him the in
dividual holdings can be combined
in groups large enough to be self
protecting, and, therefore, attractive
to large capital.
Of. course, there will be all kinds
of schemes for getting claim owners
to part with their holdings. In
general it may be said that it is un
wise for claim owners to tic them
selves up for unreasonable lengths
of time without some advance pay
ment. It is pretty certain that the
value of timber land will increase
as time passes and the man who
gives an option for a year on his
timber claim simply makes the oth
er fellow a present of one year's in
crease in value, whatever that may
be. The man who wants such an
option ought to be willing to pay
something for it. At the same
time an option for a few months, in
order to give time for getting a
bunch of claims together, cruising
them and arranging for their sale
to the capitalists who cannot afford
to fool with individual claims, is not
unreasonable.
It is to be observed that the use,
upt the mere possession, of.our val
uable forest resources will open up
this country. That use will not
come from a numerous baud of pro
prietors. They are not equipped
for making use of the timber.
There is u big work for the middle
men here before our industrial
hopes arc realized as to our timber.

Congressman Willinnusou would
not grant many favors to a man
who should ridicule him. It is true
that our statesmen should be made
of sterner stuff, but they are not.
If this forest reserve jMilicy is n pet
hobb) of the administration, as is
alleged, the hostile criticism of con
gressmen will not win the appoint
ments that are so precious.
And now the Oregouiau scorns to
have joined thecompauy that thinks
local consent essential to a proper
forest policy. Locally the jicoplc
don't give a rap for the future;
they want to get their hands oil the
timber and convert it into cash
now. Let the future look out for
itself, they say. Not so with re
sponsible ofltccrsof the government,
however, who must, if there be
spark of patriotism in them, sec
that the general and permanent,
not merely local aud temporary,
welfare of the country is promoted.
Local, selfish interest is frequently
against the general good.
