The way Mr. Harrimau is buck ing tuul filling on the question of getting n'ntilroiul up the Deschutes valley does nqt give promise of an curly construction of.such line. In New York n feu weeks njto lie is ,said to hayc definitely agreed thnt a rontl should by built up the Des chutes, though he mentioned no time; in Snn Francisco,u few days ngo he said ie must know more about the resources of this country before deciding on, so . important a project 3 a new railroad 100 miles long. Then, instead of making the investigation himself in a - manner that would give him unquestioned knowledge pf the countryi lie asks that stonfehody else make the. exam ination and send htm .word of the result. - - - - This savors much of a mere time killing dcyjec., )ljr, Harrimau ouu uot afibpl itQ t ig6n? public tfcj)tt' ment, so he promises what is de manded and then proceeds to begin to prepare to bee if it is practicable. It is all gammon. One docs not need to be a very shrewd observer to read in these acts and .declara tions a design not to permit, at least not to aid, the extension of the Col umbia Southern Railroad, Now if the Columbia' Southern, can go it alone, .well and good. If not.'we1 might as well quit looking for re lief from that charter. Ilarriraan evidently expects to bamboozle tHc Columbia Southern for awhile, then, when his plans are matured, to make a stroke that will entirely cut the small road out of it and clear the situation for the Harrimau interests. -The Columbia Southern muct act soon or its opportunity will be go'ne. Of course the Upper Deschutes Valley will have a railroad in course of time. We should not fret over much about that. But it is possible that adjustments made with refer ence to an advance of the Columbia Southern will need rcvisibn when we do get a railroad. If, for ex ample, Harriman should conclude to throw a line across the state con necting the Corvallis & Eastern with the Oregon Short Une at On tario, it would make a total change in business alignments here. The Columbia river would no longer serve as a club over Eastern Ore gon freight rates, because the bulk of Eastern Oregon traffic would be cut away from the river by the new line. The portage railroad would then hold small terror for Harri mau. While it is among the physical possibilities that a railroad should penetrate this section from the southward and drain our commerce off to San Francisco, that would be poor policy in many ways and is hardly to be feared. The signifi cant thing at present Is that Mr. Harrimau appears to be preparing for a stroke that will cut the Col umbia Southern off at the pockets and rearrange the industrial map of Oregon. We should like to have the Columbia Southern advance, because many agencies of develop ment in this region are already ad justed for that move. But let us at any rate have railroad connection with Portland. dum on the Lewis and Clark and portage road appropj iations, should be taken in by the authorities mid locked up for a season. He is probably hired for this work by the O. U. & N. Co., who naturally do not want to see the state build a portage road around the dalles of the Columbia, We do not antici pate any dire results from Cowgill's petition, but, the staid, sober citi- zensof the Willamette valley should not allow any man to make an ass of himself without attempting pre ventive measures. Misdirected Zeal. Postmaster Chrismau, of Silver Lake handled without demur the mail that went to him from Prine villc, Shauiko and other commun ities infected with smallpox. Hut he became panic-stricken at the thought of handling mail from the way stations of Deschutes, Lava and Rosland, where there was no case of smallpox at all and the peo pie had an absolutely clean bill of health. Therefore the way muil Mick has not been opened at Silver Lake this mouth, and the mail mat ter has been hauled back and forth until many of the ouvelopes are worn out. If there is any author ity for this action, what is to pre vent the obstinate Silver Lake post master from seeing smallpox or other phantoms at any time and re fusing to .da his sworn duty in the mail service? . If fright is sufficient warrant for this high-handed course, any high wayman who holds up the mail may plead it as a defense. A little more attention to plain duty and n little less wild-eyed ofilciousucss is in demand for the Silver Lake poM- office... At no-time hu;T there been the slightest possibility'of infection they lfave made no objection to mall from huVtcd places .and have placed the linn against clean people. More Prospective Irrigation. H. U. Lytic, Benton Killln and J. Thorluirn Ross filed articles of incorporation this week of the Cen tral Oregon Irrigation CoiiipMiyt capital stock S.ooo.ooo. We hardly know what the com tHiuy mentioned alwve can find in Crook county, unless they have de cided to take Mr. Hutchinson's trouble oil' his hands. If this is the case we aiiticixUc some warm times in thhr'tiefghborhood, as the gentlemen in the new company have ample moans with which to conduct a long legal struggle. Z. -iF. MOODY,. .
