To tbe Mayor and Common Council
of the City of Newberg, Oregon.
To avoid any possible misunder­
standing of my statement to the
council last evening, 1 think I will
give you this summary In writing of
that statement.
As 1 did not attend your meeting
on the 5th, I had no opportunity un­
til last evening to thank you for
your confidence in me as expressed
bp your majority vote for the office
of city attorney. I am deeply grate­
ful for tbe consideration given me,
but 1 have reluctantly come to the
conclusion that 1 am not yet eligible
for that office.
Section 8 of Chapter I of the City
Charter reads In part as follows:
"No one Is eligible to any office
in the municipal corporation who,
at tbe time of his election or ap-
pointment* * * has not resided In
tbe City of New.berg for tbe three
months next preceding his election or

TEACHING AS A VOCATION
Putting the advantages and‘ dis­
advantages of teaching as a profes­
sion before the students of P. C..
Amos C. Stanbrough, superintendent
of Newberg schools, gave the fourth
of a series of vocational addresses
which are being held at the college
Tuesday of each week. ,
Moat of us do not choose our vo­
cations, said Mr. Stanbrough. We
<|rlft into them. In preventing stu­
dents from wasting too much time in
finding their proper niche in life
work, the plan of presenting in de­
tail the duties,. problems and pleas­
ures of various professions was a
good one, thought Mr. Stanbrough.
In the teaching vocation there are
certain qualifications necessary, if
one ts to be successful, said Mr. Stan­
brough. An optimistic nature, a
great deal of patlsnce, self-control,
good health .and In a spiritualj
sense, the spirit o f fight. The men­
tal and physical strain Is great, and
unless these qualifications are pos­
sessed by the teacher, success ts
doubtful.
The teacher has a big responsibil­
ity, especially In these times, when
the foundation of the home la so of­
ten shaken. A wide training in the
moral character as well as in intel­
lectual ways should be the first con­
sideration, asserted Mr. Stanbrough.

When gas was first installed In
New York for lighting purposes, in
1826, the price was $10 a thousand
cubic feet, pluw a rental for the me­
ter and for the fixtures, then owned
by the gas company. In 1830 the
price was lowered to $7 a thousand
and there It remained until 1848.

tion was found in subdivision 19 of
Section SI of Chapter IV of the
charter which gives the Council pow­
er "to employ an attorney, when nec­
essary, and pay him for his services"
This provision of the charter is
still in effect.

At a special election held October
21st, 1918, Section 7 of Chapter I of
the Charter was amended to read as
follows:"

“ There shall also be elected for
the term of two years a mayor, mh
corder. marshal, treasurer, attorney,
engineer, water superintendent affitT
a street commissioner, who shall be
officers of the municipality. The
councilmen shall be elected by the
voters In the respective wards which
they represent. The mayor, recorder
and treasurer shall be elected by the
qualified voters of the city at large.
All other officers shall be elected by
the council, and a majority of all
members elected to the council shall
be necessary to elect. The council
may remove any appointive officer
at any time for misfeasance, mal­
feasance, neglect or In competency
in office. The council shall, before
removing any such officer, grant
such officer a hearing at which be
may be heard in his own defense."
Only one conclusion can be drawn
from te above-quoted Sections 7 and
8 o f the Charter. 1 have had an of-

produced on the stage the big scene
came when “ The Past Mail” thun­
dered across the stage in tbe title
role. But the camera, handling the
theme with a much broader scope,
has managed to Include, instead of
the one thrill, one dare devil stunt
after another, until the audience
gasps. Charles Jones, who plays the
role of the hero, Walter West, claims
that he has no perven. mid this jfte -
ture will purely uphold that state­
ment.
It is a melodrama, pure and sim­
ple. but remarkably well done. Of
course. West Is in love with Mary,
and she with him. The rejected
suitor does all in his power to mar
their happiness^ Action first comes
with a thrilling steeplechase, where
West, on whom all the money is
placed to win. Is fouled.
There Is action of all aorta Fast
horses, fast boats, fast trains, fast
machines, and as a fitting climax, a
realistic fire. -Through all this
storm West wins to success and in
the nick of time saves his sweetheart
from the burning huildlng. With
their troubles past, nothing remains
but to live ever after, in their land
of fairy tale.

may legally continue in that office
without the formality of re-elec­

While Investigating this subject I
learned some other things of con­
siderable interest. Under your Char­
ter, for «aomptor no specific duties
arc irapoaed on the city attorney, no
official authority is given ntm, and
no right to compensation is ex­
pressed. As a prospective city at­
torney at the time I made that dis­
covery, I was prompted, very nat­
urally, to look up the law on the
subject and I found this: "The
power of officers of a municipality
depends entirely on the provisions
of the Charter and on ordinances
passed in pursuance thereof, and

Consequently, if I were permitted
to take the office you tendered me,
I might eventually find myself In a
situation In which I could not claim
the right to perform legal services
for the city, or to act officially for

and to express the hope that I will
