W H A T IT REALLY
MEANS.
When a candidate is elected as
a representative by any political
party he should, as soon as he
takes the oath o f office, cease to
be a partisan and seek to repre­
sent the people as a mass and al­
ways cast his vote independent
o f any former prejudice, as he
then represents the people as a
whole and not any particular
class. There should be no party
measures in law making.—Forest
-Grove Times.
The above paragraph, and par­
ticularly the last sentence, is a
fair sample o f a lot of very super­
ficial thinking on the subject of
good government. It represents
a very proper reaction from the
old regime o f extreme and cor­
rupt partisanship, but at the
same time well illustrates how
easy it is to g o to senseless ex­
tremes in the other direction.
Such sentiments as the above
are catchy and have become pop­
ular with the unthinking masses
but they will not stand close
scrutiny. Our whole scheme of
government is based upon the
operation o f political parties,
which the people hold responsi­
ble for definite policies. Herein
lies the genius o f English speak­
ing peoples for political organiza­
tion and efficiency. The princi­
ple o f party responsibility is
-much more fully developed in
Great Britian than with us, with
the result that the English meth­
ods o f legislation §re more effi­
cient and less unwieldy than ours.
While they are blissfully ignorant
o f the fact, those who cry
against party measures and po­
litical organization, would usher
in an irresponsible, hullabaloo,
every-man-for-himself era o f law
making, similar to the political
chaos which exists in such coun­
tries as France and Italy where
political organization is notably
weak and where every other man
has a little party pretty much of
his own.
Let’s try to be sane in our a t
tempts tor political reform.
Raise the ideals o f citizenship,
elect able, conscientious men to
represent us, but don t try to do
aw ay with party government.
That’s fundamental in a repre­
sentative government such as
ours.
It is with sincere regret that
we learn that J. C. Hayter, editor
and owner o f the Polk County
Observer, has been compelled to
give up newspaper w ork on ae
count o f the state o f his health.
By hard work and close applica­
tion to business methods Mr
Hayter built up the Observer un­
til it ranks with the best local
papers in the state and it is one
among the exchanges that comes
regularly to our table that we
always scan with interest, for
each week there is evidence that
some brain work has been spent
in the material that appears on
the editorial page. When warmed
up to a subject he is a forceful
writer and if occasion seems to
demand it he is a hard hitter. In
the change Mr. Hayter is mak­
ing, Dallas and Polk county lose
a progressive business man, at
least temporarily, and the Ore­
gon newspaper fraternity a val­
ued member. The Observer has
been leased to other parties and
Mr. Hayter will take a change in
climate, hoping for relief from
causes that are producing deal-
Says the Albany Democrat:
"T aft is not considered a strong
man. He has never done any­
thing to make him strong, except
to be a friend of the President.
He represents nothing, has never
done anything of enough mo­
ment to entitle him to this great
distinction." All o f winch mere­
ly indicates how meaningless and
silly may become the twaddle of
a hopelessly partisan sheet. The
Democrat man either knows bet­
ter than the above or else he
doesn’t read enough to render
him competent to pass judgment
upon the work o f any public man.
There can be a difference of opin­
ion when it comes to choosing
between policies, parties and
men, but to descend to such vi­
cious or careless misrepresenta­
tion as is shown above is pretty
bad, even for the Democrat. On
the other hand, to quote a dis­
tinguished journal of its own
kind, politically, the New York
Times, democratic, says Taft is
better equipped to perform the
duties o f president than any man
who has ever been elected to that
office, save Washington. It is to
smile at the bray o f the Democrat.
