This amount, however, does not in-* elude $1,299,115,869 in certificates and treasu ry uotea o u tstanding which are offset by an equal am ount of cash held in the treasury fo r th eir redem ption. The cash in the treasury is classified as follows: Gold reserve funds, $150,000,000: tru st funds, $1,299,115,869; general funds. $189,612,920; in national bank «le|>ositories, $165,219,314; in Philippine treasu ry , $3,404,751; total, $1,807,352,- 855, against which there are demand liab ilities o u tstanding am ounting to $1,417,794,862, which leaves a cash bal­ ance on hand of $389,567,993. To be members of the Philippine commission, Newton G ilbert, of Indiana, Hnd R afael Palm a, a nativ e of the P hilippine islands. Mr. Forbes is now on his way to the U nited S tates on leave of absence and is expected to arriv e at San Francisco on the steam er Korea on Ju ly 13. He is n native of M ilton, Mass., is 38 years old, a grandson of Ralph Waldo Em er­ son and a H arvard graduate. 'H e has been secretary of commerce and police on the Philippine commission for years and participated in organizing the Philippine departm ental system. Mesqjrs. A renata and Palm a are P hil­ ippine natives. The form er, a ju rist of marked ability, held office under Agui­ naldo during the insurrection, being secretary of ju stice and a member of th e congrega. H e has been solicitor- genernl and attorney-general there. Mr. Palm a, a graduate of the U ni­ versity of S anto Tomas, in M anila, a M anila law yer and political w rite r for newspapers, has served in the assembly as a member from C avite province. Judge G ilbert, of F o rt W ayne, Aid., lawyer, form erly sta te senator and lieu­ ten an t governor of Indiana and a rep­ resentative from the state in congress, has been a judge of first instance in th e Philippines since Septem ber, 1906.
