be a winner.
Friday is primary election day
and after that date the fraternity
o f handshakers will show a
heavy falling off in numbers.

A number of tow ns are having

We all like to see good horses
and a good horse show creates
-an interest in breeding for better

Many voters make consider
able sacrifice to get out and vote
on election day who pay little or
no attention to the primaries,
seemingly caring little who is to
be nominated. Such a course
may satisfy those who only care
to know that a man belongs to
their party and who adopt the
policy o f “ vot’er straight” on
election day, regardless o f the
class of men whose names are to
be tonnd on the ticket, bat those
w ho 'are anxious to see that
good and competent men are
placed in responsible positions
are usually to be found taking
an active interest at primary
elections.
Vote a Vigorous No.
The anti-saloon voters want
t o get their eyes open before elec
tion day comes round and keep a
sharp lookout for the maneuvers
o f the enemy. The move of the
■saloon men this year is to get
the people to vote to allow
tow ns and cities the nght to reg
ulate the saloon business which
would simply mean that in sev
eral counties that have been
voted dry certain towns would
immediately be made wet by ac
tion o f the tow n council. Here
are the arguments made against
the adoption of the measure
which seem very reasonable:
“ The loregoing proposed amend-
it is entirely superfluous, in-
inch as all dties and tow ns in
the State o f Oregon do now en-
v jo y the fullest possible home-rule,
having absolute self-government
—the right to make and amend
their own charters and enact
their ow n laws, subject only to
the constitution and the general
criminal law's o f the State. This
power was conferred by an
amendment to the Constitution
adopted in the election ,of 1906
and made effective by an act o f
the Legislature ot 1907 ‘for car
rying into effect amendment to
section 2 article 11 of the Con
stitution, granting to cities and
towns the right to amend their
charters.’
‘ ‘ While the ostensible purpose
o f the proposed amendment is to
‘ obtain practical home-rule tor
all cities and tow ns in Oregon,’
it is very evident that the real
purpose is to suspend the opera
tion o f the criminal laws of the
State, as to certain practices,
within the bounds of municipali
ties at their pleasure. If it does
give to municipalities any power
o f home rule which they d o not
now possess, it is some power
contrary to the Constitution ot
the State or in violation o f the
criminal laws.
“ The efU$t o f this amendment,
if adopted, would be to divest
sheriffs and district attorneys
o f the power to suppress pool-
room s and Sunday saloons, and
give municipal authorities power
to run as wide open as they de-
re. The Constitution now pro
vides that d ty charters must be
‘subject to the Constitution and
criminal laws o f the State.’ The
amendment proposed leaves out
this im portant danse.”
It is the purpose o f the authors
o f the measure to confuse the
vôters at the polls and they will
n od on bt succeed in many in
stances unless there is a general
awakening am ong the temper
ance people. No measure of
more importance to those who
oppose the saloon has been be
fore the people tor years and it
is none to o soon to begin to post
people to see that they vote No
on this amendment. If it should
carry much valuable ground
would be lost.

Sunday, April 12, being the fifth
wedding anniversary o f Mr. and
Mrs. H. B. Powell their friends
deemed it best that the day be
properly observed. Thus friends
and neighbors gathered carrying
well filled baskets and tables
were laid in the spadous dining
room which, together with the
whole house, had been beautifully
decorated with Oregon grape,
plum blossoms and sword fern.
At dinner over fifty guests sat
down to tables loaded with good
things, to which all did justice.
Mr. and Mrs. Powell were the
recipients o f many presents suit
able to the occasion, especially
several burnt w ood pieces. The
time for leaving came all too
soon and the guests took their
departure wishing host and host
ess many happy returns of their
wedding anniversary. Mr. and
Mrs. Powell are held in high es

friends are positive they will nev
