San Francisco, Nov. 2fl.— By the spe
cial session of the legislature, the oity
of San Franoiaco baa been enabled to
take the necessary atepa tor rehabilita
tion on a big coals. The legislature
has ratified amendments to the local
charter which were adopted by the
voters at the laat election. The most
important of the amendments to the
city et the present time is that whioh
admits of the sale of bonds bearing 6
per oent interest. Under the charter
the city was empowered to issoe bonds
carrying interest not in excess of 4 per
oent. The local law provides that the
bonds may not be sold below par. I t
was impossible to sell 4 per oent
bonds, but now the oity w ill be able to
go ahead with 5 per oent seenrities.
Of course it ia not expected that they
can be floated under present financial
conditions,, hot by the time the ques
tion has been submitted to the voters
end the bonds prepared, it ia believed
that the flurry wiU have passed.
I t is proposed to issue 5 per cent
bonds to the extent of $28,000,000 for
public improvements.
Of this earn
$ 6 , 000,000 w ill be devoted to the re
construction of the oity hull. One mil
lion dollars w ill be devoted to the re
construction of the shattered hall of
justice. I t was completely wrecked by
the fire and daring the Bchmits admin*
istration no effort was made to restore
it. One million dollar« is to be spent
for e new county hospital. Another
million w ill be used for s public libra
ry. Severs! million (the amount has
not yet been accurately estimated) w ill
be devoted to the erection of new school
houses; several hundred thousand w ill
be used for the purchase of lands for
park purposes; $5,000,000 w ill be em
ployed for the reconstruction of sewers
end streets, and $ 8 , 000,000 w ill be de
voted to the purposes of an auxiliary
water system from the ocean for firs
