Only a few days ago a friend was showing me some costly young trees in front o f his house which some thought less person had stripped o f their bark. The cultivation and fine grow th o f these costly trees had been a source of pleasure to this gentleman, but, said be, “ I have n ot now the courage to replace them w ith others until the d ty can afford better protection to this class o f property.” Here the d ty , as w ell as the citizen, w as the loser. And this is only one o f many cases o f similar character. Now , sir, in order to remedy this state o f things, I have thought o f a plan, which, if wise ly carried out, would, I fondly hope, in the course o f a few years, w ork out a marvellous change for the better. Under this plan I would make the follow in g provisions. 1. There would be the ap pointm ent o f a “ superintendent o f munidpal forestry.” 2. T o him would be given the care and pruning o f all trees and shrubbery planted along our streets. This would prevent in- ju ry to shrubbery and the muti- lation o f trees by owners who d o not understand pruning. 3. It would be a misdemeanor to damage or mutilate trees, or to interfere w ith the d ty official in the discharge of his duties. 4. I t would com pd all con tractors and other dtisene to protect trees already planted, in case o f building or grading of streets. 5. I t would compel property owners to accept such variety o f trees, shrubs or plants as m ight be selected by the superintendent except where a m ajority o f the property owners p r o t e s t e d .against the choice made by that official. 6. No one could plant trees, shrubs or other plants without first obtaining a permit from the superintendent, 7.
