Assassin
Makes Attempt on L ife o f

Havana, Ang. 23.— An attempt was
mad# this evening to assassinate Gen­
eral Em ilio Nonas, governor of the
province of Havana. Tha would-be-as­
sassin was arrested.
His identity ie

A telegram to the government late
tonight elated that Major Laurent,
w ith his detachment of rural guards,
fought Guerra and hie 800 man for
three hours completely defeating him,
killing or wounding many of his fol­
lowers and taking three prisoners. The
dispatch adds that the rebel« dispersed
in all directions, being chased long
distances. None of the rural guarde
were hurt.
General Jose Miguel Gomes, who
-was arrested Tuesday, was formerly
governor of 8anta Clara province and
was the Liberal candidate fr>r the pres­
idency last year. Ha is expected to ar­
rive in Havana early tomorrow. Tha
government always suspected Gomes
along with other Liberal leaders of
conspiring or conniving at insurrection­
ary scheme«, but there was no definite
evidence until it developed that he was
planning to take the field at the head
o f the Santa Clara insurgents. Had
General Gomes taken the field, it would
would have had an immense influence,

Havana, Aug. 24.— Pino Guerrera,
tha insurgent leader in Finer dal Bio,
today followed up the capture of Ban
Lula, by taking Ban Juan da Martines,
the terminus of the Western railroad,
and by threatening to wreck the rail­
road and all its proparty nnleae tba

tba government.
Alarmed by theae Insurgent success­
es, the government has ordered from
an American arms manufacturing com­
pany four rapld-flra gone and that
theae piece« be manned by ex-members
of tha artillery branch of the American

Washington, Ang. 24.— After a month
of hard work, Assistant Secretary O liv­
er, of tha War department, concluded
that ha had finally made a satisfactory
adjustment of tha many difficulties in
apportioning tha appropriation of $700,-
000 for pay of tha m ilitia at the ma­
neuvers in different esunpa throughout
the country, but it appears that all ie
not satisfactory. In some cases more
■tate troops than had been given in the
schedule were sent into the campe and
more expenae was thus added.
Thia
caused a deficit in the allotment of
funds, especially in the matter of pay
for the state troops. The pay depart­
ment of the army decided to pay the
troops aa long as tha funds lasted, those
who came last going unpaid.
Another
adjustment may be made after the
campe have finished their work, as
some campe may not use all the money
allotted to them and the funds can be
need to make up the deficit elsewhere.
I t is possible that oongTeae w ill be leak­
ed to make an appropriation to cover
tha deficit and the elate troops pain
next winter.
