Anxiety o f Government Grows With Increase o f Insurrection. B. H. WOOOWA8B. 1 • * « * * Havana, Aug. 28. — The anxiety of President Palma to extend every poasi- be opportunity for peace without bloodshed, and his desire to permit those who Joined the insurrection un der misguidsne.) to repent and return to their humeo unmolested, combined with the general wish to and the situa tion fraught with so much lorn and suffering, has led to consideration by the president and his cabinet of a pro ject decreeing a 30-day amnesty period, during which the insurrectionists are invited to lay down their arms and re turn to tbeir peaceful pursuits. I t was propossd to issue the decree tomorrow, but persona «loss to tbe president strongly opposed the meas ure and the matter was referred and may be relinquished. Bo far as actual conflict went, Sun day proved to be a day of inactivity, but preparations proceeded without abatement. A fund of $2,000,000 has ten set aside by tbe treasury for de fense, and drafts on it are heavy. The situation is so increasingly seri ous that it is tacitly admitted in all government circles that the enlarge ment of tbe army w ill not stop at any given xrafebar. W hile the number of men at present leaving their regular occupations to en list is small, employers are beginning to find that they soon w ill bo stm front- ed with a considerable scarcity o f labor. Many laborers are gathered in front of the bulletin boards on which is dis played the call for volunteers issued by tbe president Saturday night. They discuss the attractiveness of a , soldiers’ life at such unusual pay, and may en list. I t was said today that several n insurgent bands had taken to tbe brush. The growth uf the insurrection certainly seems to keep pace with the preparations for suffocating it. OlEliON OTATE ITEMS OF INTEREST Bomb Kills 27 Persons and Wounda O ver 30 Others. Given at 8tatS Fair. Salem— M ilking machines in opera tion w ill be one of the principal fea tures of the dairy department at the 8tate fair, which opens here September 10. Fanners and dairymen have al ways been interested in tbe subject of m ilking machines and their interest as become particularly strong in the last few years when dairying in this state has been hampered by the difficulty ’ in securing milkers. Men d? not like to milk and w ill not take work of that kind if they can get anything else at the same wages. But m ilking machin ery baa not generally been found to be successful and dairymen have been compelled to depend upon such labor as they could get. » There are some manufacturers of m ilking machines who think they have oootrived apparatus that w ill extract the lacteal fluid from the patient or im patient oow, whether she be a bard milker or an easy one. - Machines so simple that a boy can run them, are al leged to be ready for the farmer « h o doesn’ t like tc m ilk and cannot hire sossebody else to do it for him . Ma chines adjustable for tall cows or short ones, kickers and nonkickers, Jerseys, Holsteins or scrubs, await the doubting owner of the dairy herd. I t ’s a ll a question of proof and tbe state board of agriculture proposes to give tbe manu facturers of m ilking machines tbe op portunity to prove by actual demsn- stration. There w ill be plenty of cows at the fair and the owners of machines w ill be called upon twice a day to do the m ilk ing. I f the machines work to tbe sat isfaction of the farmers, there w ill be some business in m ilking machines. I f they don’ t work, the cows and their owners w ill give the machine manufac turers the laugh. But whether the machines work or don’ t work, tbe state board of agricul ture w ill give the farmers a chance to see them tried, and beyond doubt there w ill be ranchers around the stock pe twice a day to see tbe demonstration, and the fun, if any of the cows object to the unaccustomed treatm ent.. Salem— That the big profits in Ore gon real estate are not made in Port land alone, or in city property alone, is indicated by an investment made less than a year ago by A . M . La Follette, a Mission bottom farmer. La Follette bought a 90-acre farm last fall at $62.60 an acre, paying all that his neighbors thought the place worth. H e bought it more for the investment than for use, for he already has all the farm land be needs. A few days ago he was offered $80 an acre for the same farm, or an increase of $17.60 an acre. | Tbe total investment was $6,626. and tbe amount offered a year later was $7,200, or an inorease of $1,676, or about 28 per cent. M r. La Follette thinks it w ill advance still further and yield him a much larger profit, eo he refused the offer. H e thinks the build ing of electric roads through the valley w ill raise farm land values la the next few years. __________ ,£ m i L M REBELS ARE STRONG All Vestirli Cebe Sell Te Be In Sympathy Vitti in n e n .
