M r. Bourne has been more prominently identified with the develop ment o f the mineral resources at Oregon than any other man in the state, having ex pended in the last twenty years over $1,000,000 o f his own money in> the-ac quisition and development o f Oregon mines. W hile M r. Bourne has had his residence and main office at Portland since 1878, he has had another office at N ew Bedford, Massachusetts, and has carried on the business o f his fath er’s estate since 1889, which makes him ifam iliar with, many o f the large interests and leading men o f the East. These qualifi cation^ in conjunction with bis tremendous energy, originality, executive abili ty and experience in business and political affairs pre-eminently qualify him for making an able and influential Senator fo r the State o f Oregon. M r. Bourne has alw ays favored extending the direct power o f the people over their governm ent as fa r As possible. H e was one o f the leading spirits in the Initiative and Referendum movement from 1896 until it was approved by the voters at the June election in 1902. In 1904 he was a member o f the ex ecutive committee o f the Direct Prim ary Nominations League, and holds the same position with the People’s Pow er League at this time. In a ll these move ments he has been one o f the few to guarantee the necessary expanses o f pre paring and proposing their measures to the people. H e says that the choice o f United States Senator should ha-fif. direct vote o f the people, and that the Legislature should be compelled .to elect the man the people select. T o accomplish this result, he is championing Statement No. 1 o f the prim ary elections law as the only method by which .public opinion may be cry» tall zed and made effective upon the Legislature.
