The conference waa devoted particu­ larly to a consideration of the order re- • oantly leaned by the president regard­ ing the enforcement of the Chinese «xclusion law. An impression baa been gained by many members of labor - organisations that the order, to an ex­ tent, at least, let down the immigra­ tion bars, so far as Chinese are con­ cerned.
