CANNED ROAST BEEF W ashington, A pril 21.—The news of the firm a ttitu d e assumed by the state departm ent tow ard the Turkish gov­ ernm ent in the prosecution of its claim for damages to American missionary property caused something of a sensa­ tion in diplom atic circles today. Three successive A m erican ministers have prosecuted these claim s; each received a prom ise of prom pt settlement, and yet not a dollar has been paid. W ith European diplom ats th a t is an old e x ­ perience, and they have consequently been som ew hat surprised a t the a n ­ nouncem ent th a t th e United States governm ent is actually going to in sist upon perform ance, instead of prom ise. M inister A ngell, after trying his hand a t collection for two years, rec­ ommended th a t a U nited States w ar­ ship be sent to seize Sisyrna and col­ lect revenues s t the „atom-house there sufficient to m eet our claims. This suggestion was not seriously en tertain ­ ed, nor is it now. In the first place, according to the state departm ent offi­ cials, the most im portant bssiness in ­ terests in Sm yrna are in the hands of foreigners, not Turks, and a bom bard­ m ent by a U nited States fleet m ight resu lt in a pretty bill for damages against ns. Then, as there is still a rem nant of a Turkish navy, the U nited States would have to send a squadron, instead of a single ship. Such a move­ m ent would, w ithout doubt, be resent­ ed by the rem ainder of Europe, which could not contem plate w ith equanim ity an action by the U nitea States th at would perhaps destroy th e fruits of many years’ w ork of the greatest Euro­ pean statesm en by precipitating a final crisis in Turkey. Therefore, the im portant step to be taken by our goverutn ent w ill not be w arlike, bnt w ill still suggest in a most dignified m anner the indignation felt by the U nited States a t the betray­ al of T urkish promises. How this a t­ titu d e w ill hear upou the Turkish m in­ ister in W ashington cannot be foretold a t th is m om ent. He has so far abso­ lutely been unentangled in the negotia­ tions of the A m erican claim s, but th a t fact m ight not save him from being made the im m ediate victim of his co u n try ’s laches. The m inister, how­ ever, is very popular in W ashington. The proved claim s against Turkey in­ clude about $300,000 for the destruc­ tion of property alone. To these, w hich adm itted of practically no dis­ pute, there w as added the Lentz claim of $40,000, w hich was presented by Secretary Olney. This is due to the faot th a t it is absolutely essential th a t the soldiers shall be seived w ith fresh m eat and because of the im possibility of pro­ viding refrigerator beef or cattle on the hoof under existing conditions. When the bulk of the arm y was located a t the seashore and a t easily accessible points there was no difficulty iu providing them w ith fresh meats, h u t conditions have now changed, and the arm y is 8matter«til among 160 points in various parts of the archipelago, a great many of them a t considerable distance from the nearest shipping point. W E S TE R N or P u b lic Salt Lake, A pril 28.—Governor Lee. of South Dakota, and Governor Povn- ter, arrived tedav and took part in the proceedings of the governors of W est­ ern states, who have m et to discuss subjects of interest to this section. A fter a general discussion, the com­ m ittee appointed to form ulate resolu­ tions against the leasing of pnhlio arid lands by the general governm ent and dem anding the cession of such lands to the several states should any change iu the present system be made, reported the following, w hich wero adopted: “ Resolved, T hat the people of the states here represented are opposed ab­ solutely to any legislation or any action of any kind looking to, or having for ita object, the leasing of the public lands of the U nited States by the genera) governm ent or any augeney thereof. “ Resolved, second, T hat the present laws providing for the control, m an­ agem ent and disposal of the publio arid lands of the U nited States are best adapted to the needs and requirem ents of the country, and conducive to the settlem ent and occupancy thereof by bona fide settlers. “ Resolved, th ird . T hat if it phall be found th a t the present law s affeoting the arid lands are not satisfactory to the congress of the U nited States, then we favor a cession of the said arid lauds to the several states wherein they are situated under such term s and condi­ tions as w ill guarantee the benefits of the free homestead laws to the people of the U nited States, and th a t w ill pre­ vent said lands eith er by fee simple title, ot by the leasing thereof from passing into th e possession or control of largo com panies, syndicates, copror­ ations or w ealthy individuals iu large quantities, to the exclusi u of others, and under such conditions th a t the sev­ eral states may have the income «ris­ ing from said lands to be devoted to the reclam ation and im provem ent thereof for settlem ent bona fide c iti­ zens.” Governor Lee, of South D akota, was the only one who opposed the resolution. His opposition was sim ply because ho believed th a t the dem and for cession to the states should he put first. San Francisco, A pril 23.— Henry H oahstey, of O akland, who has re ­ turned from the seat of the Y aqui w ar, iu Mexico, brings advices as follows: The M exicans sent out word th a t the w ar w as over, h u t a t the same tim e 4,000 troops were hastening to the fiont. The Yaquis have about 6,000 men under arm s. They have Reming­ ton and M auser rifles and hows and arrows. They have tw o cannons th at 84 Y aqnis captured from 200 Mexicans. The Mexicans keep to the roads and towns, w hile the Yaquis hold the Sier­ ras. M exicans estim ate the Y aquis at 15,000, but the population of Sonora is a t least 120,000, and half of them are Yaquis. The Indians have a peculiar system for keeping th eir treasury in funds. The w arriors altern ate between the firing line and working in the mines and on the ranches. T heir wages go to the common fund. W ithin the past two weeks several engagem ents have been fought in w hch the government troops were generally victorious. In a recent engagem ent between a party of insurgents, the governm ent reports 17 Yaquis dead on the field. Only one Mexican, an officer, w as killed, but many w ere wounded. Sm ith, president of sn organization styled the Industrial Trades Union, a t 151-153 M ichigan avenue, was arrested last n ig h t, charged w ith robbery anil dis­ orderly conduct on a w arran t issued by Ju stice M artin, on com plaint of Frank Gustavson, a carpenter. Gustavson says he was summond to the offices of the union by a letter ask­ ing him to accept a position as fore­ man over a mini tier of carpenters. Gustavson said th a t after conversing with Sm ith a few m inntea, Sm ith drew a revolver and told him to throw up his hands. Sm ith, he said, then w ent through his pockets and took $40 and some valuable papers and told him he wonld shoot him unless he kept hia m outh shut. Two men, both of whom wore stars, placed Gustavson, under arrest, he declares, obeying S m ith ’s com m and. The alleged officers, Ons- tavson says, then took him into a h all­ way, w here they made him sign a pa­ per, the contents of w hich he was un­ able to read. The alleged officers, Gustavson said, gave him a dollar after he had signed the paper and told him to leave. G ustavson then reported the m atter to the C entral police station.
