New York, Feb. 28.— A dispatch to
the Herald from Panama says: Ad­
vices received today from Costa Rica
state th at at a banquet given on Sun­
day night. President Iglesias said the
situation between Costa Rica and Nic­
aragua is such th at war is inevitable.
F u rth e r advices from Costa Rica say
th a t on February 20 there was a large
popular demonstration in which more
than 5,000 persons showed their ap­
proval of the attitude of the govern­
ment toward Nicaragua, ami more
troops were sent on February 20 to the
frontier.
Hostilities with Nicaragua
are expected at any moment. Many
prom inent members of tiie American
colony have offered to aid the govern­
m ent with men and money.
One of
them, Jam es Bennett, offered to give
$60,000. The French colony has also
promised to take up arms in defense of
Costa Rioa in the event of war.
Since the unsuccessiul revolution,
broke out in Nicaragua on February 5,
which President Zelaya charges the
Costa Rican government w ith aiding,
there lias been little communication
with the Costa Rican capital.

Athens, March 1.—An unsuccessful
attem pt was made today to assassinate
King George. The king was returning
from Phaleron, at 5 o’clock in the
evening in a landau, accompanied by

who were hidden in a ditch alongside
th e road, opened lire with gnns upon

first shot missed, but the second wound­
ed a footman in the arm . The coach
man whipped up his horses and the
royal party dashed away at a gallop.
The miscreants fired seven more shots
after them, none of which took effect,
and the king and the princess returned
to the palace unhurt.
The king states that one of the assas­
sins was dressed in gray clothing, and
his majesty declares he could easily
identify him. When the second shot
whizzed past the carriage, the king
rose and stood in front of his daughter,
in order to shield her. One of the
horses was slightly wounded. One of
th e assailants knelt in the middle of
the road and aimed straight at the
king, who noticed th a t the man's hand
was shaking. The shot missed, and the
king had a clear view of this man, who
his majesty rays was barely 30 years
old. He continued to fire after the
carriage until it was out of range. His
companion did not leave the ditch.

morning prints the following special

istration, President McKinley, with the
utmost frankness, uttered the following
words:
“ I d o not propose to do anything at
all to aocelerate war with Spain.

to the present I do not th ink war is
either necessary or inevitable. I would
be lax in my duty, however, if I did
not prepare for the future. The situa­
tion is grave, and the iiolicy of the ad ­
ministration will be determined almost
entirely by the course of events from
tim e to time. There is no neoeMit? ot
alarm ing the people, but congress must
be ready to assist tiie administration

to the course of current events.”
There is no doubt ot the fact th at the
government of the United States is
actually preparing for war with Spain.
It is not inevitable that war will follow,
but the activity is too unmistakable to
be coneenled. The president and his
cabinet unite in the belief still, in spite
of all evidence to the contrary, th at the
explosion of the Maine was an unfortu­
nate accident, but they recognize the
fact th a t the contrary may prove true
at almost any hour, and that if it is
shown even inferentially that Spain
had a hand in the catastrophe there
will be but one th ing to do, and that
will he to seize the island of Cuba by
force of arms.

It is a significant fact th at within the
last two days there has been a remark­
able change ot opinion in the navy de­
partment in tegard to the explosion on
the Maine. When the first news arrived
here last week experts at the depart­
ment were nearly divided us between
accident and design, but today after
studying the lute reports, and especially
photographs sent from Havana, nine
nut of ten of tbe officers of the depart­
m ent express the belief th at the Maine
was anchored over a submarine mine.
The only difference of opinion seems
to be as to w h eth er the mine was ex­
ploded by Spanish officers acting undei
orders, or by some enthusiast. The
latter opinion is generally held, but it
is said th at this does not lessen in any
degree the resiionsibility of Spain fol

tive Boutelle, of Maine, chairman of
the house committee on naval affairs,
introduced a bill this afternoon provid­
ing for the relief of the victims of th*
battle-ship Maine. It follows generally
the lines of the Samoan disaster relief
bill of 1890, and is the result of sev­
eral days’ conference in committee,
and embodies the views of tbe admin­
istration. Boutelle bad a conference
with President McKinley today, at
which ho went over with him the pro­
posed legislation, and later submitted
tiie measure at an informal meeting of
some of the committee. It will be re­
ferred back to tbe committee immedi­
ately, and its passage expedited. Th<
bill provides for the payment of 13
months' pay to the widows or child­
ren, or, if thore be no such, to ths
parents, or if neither of these, to ths
brothers and sisters of each of thess
killed in the Maine disaster. In addi­
tion, the legal heirs of each ot the vic­
tim s shall receive any arrears of pay
due at the time of death. It is pro­
vided also th a t any allotments previ­
ously made by any of the deceased tc
sny relatives of the men mentioned
shall be continued for three months,
