ing, even where there 1» a duty quali­
fied eeclesiastis within reach, i« far
more common fancy tiiian most people
might be willing to imagine. Under the
circumstances it is difficult to under­
stand the surprise which lias been
caused by his insistence in delivering
the Sunday discourse during the recent
yachting trip in the Mediterranean, al­
though he had on board with him the
chief of the court chaplains.
Thus in England there are at least
a dozen secular members of the house
if lords who, not content w ith preaching
to their own households and tenants,
actually travel about in England and on
the continent preaching wherever they
can find either a congregation or a pul­
pit at their disposal.
Several of them, such as, for instance,
Lord Radstock, have incurred the wrath
of foreign governments in consequence
of their religious zeal.
The young Earl Beauchamp is an­
other of these lay preacheTs, but he con­
fine« his ministrations to the East end
of London. Then there is Lord B» unet,
married to an American wife and heir
to the earl of Tankerville, who has been
urre«ted for street preaching on several
occasions.
The present duke of Hamilton does a
little in the preaching line, chiefly
among the |>oorer classes of London.
But none of these peers come anywhere
near the late earl of Shaftesbury so far
as pulpit oratory is concerned, the earl
lieing known by the nickname of “the
lay bishop.”

turning a page of history to record.

COUNTING OF THE VOTES.

The <*ountiug of vote* has been in
tbe past more fruitful of trickery and
fulHifieution than any other part of
the election process. In 1893 the car--
vuHsera iu certain districts reduced the
matter to its Lowest terms by simply
reporting a unanimous vote on the'<r
side, and then going out to fling up their
ha Us for the rest of the night. In the
subMKjUent election competent und in­
corruptible men supervised tbe canvass
so strictly that the percentage of fraud
was so small, if any existed, as never to
be heard of. This watching, says a
writer in Century, at the count not only
prevented intentional lying, but save I
accidental mistakes. In one case the
board of iiwqxjcior« confessed they did
not know how tx> c ount the votes, and
submitted entirely to the guidance of
a well-informed watcher.
The counting is done in public, and
is often an interesting sight Every or­
ganization ami each candidate may
send a representative tp observe it,
though nobody but the inspectors is
permitted to touch the ballots. The
straight tickets are first counted in ten«
by four men in succession, and a tally
is kept by at least two assistants. Each
name is credited with as many votes
as then1 are tickets for his side. Then
one inspector reads off of those tickets
which are “splits” or have pasters at­
tached, or upon which names have been
“rased or new names written, and each
candidate is credited with a vote every
time his name appears. When this is
finished the most prominent office 1«
taken up, and the sum of tht* votes for
each candidate is ascertained.

Not only has Nebraska indorsed the
principle that the people shall huve the
right to propose laws and have them re­
ferred to a popular vote, bnt ¡South Da­
kota has done likewise. Her legislature
has passed an amendment to her con-
stitntion which is to be submitted to the
people for ratification this fa.'l. The
law applies to the state as will nr, to
