I in future international difficulties in Europe it will be tolerably safe for the other powers to count on Russia and France for united action. The under standing that has for two years existed between the two countries was formu lated by an agreement at the time of the young czar’s coronation. The credit for concluding the agreement belongs about equally to the dowager empress of Russia and to Al. Hanotaux, the French cabinet minister, who is perhaps the most skilled diplomat in Europe at the present time. The French by their graceful courtesy and enthusiasm won completely the heart of the mother of young Nicholas. It is well known that Nicholas confides very much in his mother in matters of state and her influ ence is great with him. The French have known how to outwit William of Germany in this instance. One may hope it is not true—the story that the inexperienced and ignorant American girl who iast year became the wife of young Marlliorough has had her ■illy little head so turned by the flat tery and attentions she has received that now nothing or nobody is goou enough for her and she assumes such airs of ■corn and contempt that there is no get ting on with her. What have we here indeed? An ignorant, rather stupid, very plain American girl, the grand daughter of a man who used to ferry passengers across from Staten Island to New York at a few cents a head, a big pile of American dollars and a title. If there is anything hete for a human be ing to honor or even respect, except the honest labor of tho ferry man who rowed the passengers across the bay, one fails to perceive it. If this is the sort of sen timent that is growing among the American people, they were not worth fighting the Revolutionary war over. They uro not worth anything. Germany seems to be heading off England both in the arts of peace and war. Even in the market for manufac tured iron goods, supposed to bo Eng land’s specialty, Germany furnishes su perior work for the same money. The same is beginning to be true of textile fabrics also. It is due to the years of patient instruction in manual training which prevails in the manufacturing industries of Germany. According to law there manufacturers must see to it that their younger workmen attend the technical and other schools so liberally provided for them. Here is a useful sug gestion for the United States. As soon as the mechanical power hauling wagon is fully developed it will be a great boon to the population of the dry plains of America. In the grazing belts of the west there are mil lions of acres that furnish herbage for grazing, but which must be irrigated to produce crops. Wood, coal and water are about equally scarce. If a wagon for heavy hauling can be devised to run by petroleum, it will be of great assist ance to the farmers and graziers in regions where hone feed and fuel and water are very costly. The entire population of Chiba is only 1,700,000. Spain will try to send 20,000 more soldiers to the island this fall, which will make altogether 200,000 sent since the war began. The wretched botch the poor, imbecile old government of Spain is makiug in Cuba is plainly to be discerned from this fact alone. Half that many soldiers oi^ht to have quelled the insurrection long ago if they had been real soldiers with real gener als. But it happens that the real sol diers and real generals are all on the ■ide of free Cuba. We should remember of her that she never has snubbed and scorned her own fellow countrymen, as most fool American girls do when they marry English noble men. The duchess, formerly Miss Con suelo Yznaga, is welcome in her native land. . A Bryan reception committee from Pittsburgh met the train at Canton, 0., and as it had to wait a couple of hours, it called on Major McKinley, who greeted each member cordially. Nearly all the states of the Union are holding conventions and sending dele gates to the Gold-standard Democratic convention to meet at Indianapolis in September. Complete fusion wa9 effected by Iowa Democrats, Populists and Free Silver Republicans at the Democratic state convention on the 13th. Hale Johnson, staight-out Prohibition candidate for the Vice-Presidency of the United States, was formally inform ed of his nomination St Chicago. Rev. Oliver AV. Stewart of Illinois, chairman of the notification committee, delivered the formal notification to Mr. Johnson. In the course of his speech he said he favored free silver, but thought that under present conditions it would do no good, as it would simplv- result in more money being spent in saloons. The state convention of Gold-stand ard Democrats of Illinois will be held August 27th in Chicago. C. E. Bentley, candidate of the Na tional party fo>President, Lincoln, Neb., is out for a tour on the stump. Ex-Senator Felton of California paid a visit to Mr. Hobart and other mana gers at Republican headquarters in New York. The journey of William J. Bryan to New York to be notified of his nomina tion was successfully terminated accord ing to programme. Mr. Bryan suffered from sore throat, which somewhat in terfered with his oratory, but he read his argument toa vast throng in Madi son Square garden and afterward ad dressed 10,000 people in front of his hotel. Owiiiff to the inability of Sena tor White o^ alifornia to be present, Governor Stone of Missouri acted as spokesman for the committee. If Mr. Bryan had any doubt of the success of his speech at New York he did not show it. lie read the New York newspaper interviews and comments. The adverse tone of most of the articles did not seem to worry hipi in the least, lie was especially gratified at the fact that all the newspapers printed the speech. When asked his opinion of the various criticisms he said: “I did not expect to overcome all prejudice at one blow. Neither did I expect to set the North river on fire w ith oratory. .It was not the time for oratory, but for serious argumeut and discussion. I am pleased w ith my reception.” Ex-President Benjamin Harrison will deliver a number of speeches during the campaign in favor of McKinley and Hobart. At Canton, Ohio, Major McKinley ad dressed the survivors of the 104th regi ment Ohio Volunteers, who are holding their annual convention in that city. Chicago has been selected as the headquarters for the Democratic nation al committee. It is said this was done in compliance with the expressed prefer ence of Mrs. Bryan. Fusion of the Populists, Democrats and Free Silver men who lef^ the Re publican party, has been effected in the state of Washington and the name of the combined party will lx* the People's party. It was brought about when the'* Populist convention decided to allow the Democrats to nominate one con gressman in addition to the other offices allotted to them. The ticket named by the Democratic state convention is: Presidential electors H. N. Cator, Whit man; 1. N. Maxwell, Whatcom county; Judge of the Supreme Court, John B. Reavis of Yakima; state printer, Gwin Hicks of Thurston; congressman-at- large. James Hamilton Lew is of Seattle. The free silver Republicans made the following nominations: For congress man, W. C. Jones of Spokane, present attorney-general of the state. The Democrats of Watertown, New York, have read ex-Governor Russell P. Flower out of the party on account of his action in Ixilting the Chicago platform and nominees. The Republican campaign was ojx-ned at Foxcroft, Me., by a big rally, at which Harold M. Sew all of Bath, Me., sou of the Democratic candidate for Vice-President, delivered his first speech on the issues of the day. Re publicans and Democrats came from far and near. Sewall declared for protec tion, which he said was first in import ance in the campaign, and then deliv ered a strong argument in favor of a sound money. Sewall will stump the state in opposition to the ticket of Bry an and Sewall.
