I VALLEY RECORD. A8HLAND, Or....Thursday, Feb. 6. 1896. PERSONAL. AND SOCIAL. Council Proceedings, Monday’s regular meeting. Present, J. P. Dodge, Mayor; and all Councilmen. Tbe council whereased that about $2,- 000 of street fuud warrants were being hawked about and discounted by script shavers, at a loss to both tbe city and the people who earned them, and tbe full taxation limit of tbe city charter can’t raise enough money to pay up, tbe old depreciated national greenback scheme was availed ot and tbe council resolved to make the discounted, debased and despised warrants “good money” to cer tain new holders. So the city treasurer was to call in the 8 per cent interest bearing street fund warrants, take them to the city recorder and have him issue new warrants on the same fund in deno minations of »50 and $100, bearing 8 per cent interest, to be drawn in favor of. “tbe bond syndicate,” The motion car ried. W. A. Cordell ordered to erect water- closet in city cemetery for $21.50, A wheelbarrow was also ordered for ceme tery. Norris & Co. are to furnish the city’s lumber at $10.95 per 1,000 feet. The Singer Sewing Machine Co. of New Jersey some time ago submitted to tbe council some written legal opinions that the city peddlers’ license concerning their line, as well as non-residents gen erally, was unconstitutional, and sug gesting either a test case in the U. S. district court at Portland or the repeal of the ordinance. The council decided to stand by and enforce tbe ordinance. Though long on the books it has never been enforced. The council will get its eye knocked if it arrests their agent and the expense of a bout in tbe U. S. district court will be quite heavy. Tbe council at a previous meeting with a spread eagle whoop directed the water superintendent to collect about $30 from tbe Ashland flour mill for water power, beginning Feb. 1st. At this meeting tbe council gracefully ducks its tail and tbe mayor and two councilmen were ap pointed a committee to investigate the matter aud report at a future meeting.
