much that is hopeful in the present as
pect of society. Amid all tho losses and
misfortunes of the past year or two there
aro signs so gladdening, so bright for
the futnro of mankind, that a thought
ful person must rejoice. The disturb
ances of both nature and society seem
to have been only clearing the ground
»nd purifying the atmosphere for a bet
ter state of things to come.
Things are never so near being bet
tered as when they seem to be at their
worst Tho black revelations of munici
pal corruption in American cities are a
sign that tho American people will toler-
tto this disgrace and rottenness no long
er. Municipal corruption has been just as
bad for 20 years in this country as it is
now, but those who profited by it were
strong enough to keep it covered up.
Now they are so no longer. The people
have risen and will demand cloan, hon
est, economical municipal administra
tion everywhere.
The poor, the lowly and the slum
people never had such helping hands
held out to them as they have now. The
college settlements, the interest of
wealthy and benevolent individuals, the
enthusiasm of tho churches manifested
in a practical, common sense way, will
at least early in the twentieth century
clean out foul tenement houses and vile,
wicked slums from civilized cities.
Doubt it not. Indications that man be
gins to recognizo that ho is his broth
er’s keeper in a noble, helpful way were
Dever so bright or so sure.
Civilization has started on its bright
upward road and will not pause till it
has cleansed mau internally and ex
ternally. It is a striking sign of tho
times that along with tho tearing up
and overhauling of city governments in
this country thcro have also been a turn
ing inside out and overhauling of city
bakeries. Tho revelations of tho filthy
aud dangerous condition of the major
ity of them are something sickoning. We
aro going in futnro to havo not only
clean city government, but clean bread.
Tho science of health and sanitation
was never so closely searched into as is
being done at present. The recent dis
covery of antitoxine, the establishment
of free public baths iu towns and cities,
the cleaning of city streots, tho estab
lishment of good roads in the country,
need only bo mentioned in proof. All
omens point to great cbauges for the
better in the immediate future—changes
moral, social and physical.
On tho whole, let us thank God and
take courage. Let us look to tho future
full of hope.

(Special Correspondence.]
N ew Y ork , Oct. 28.—A gentleman
remarked to me the other day that he
could not understand women at all when
it came to the wav they dress. I don’t
suppose any man ever understood any
woman in any way in any period of this
world’s history or ever will, bnt it is a
rare thing for a man to find out that he
does not know everything. The com
plaint of this particular man was that
he had just met two ladies of his ac
quaintance, each in a new costume, i
One was muffled up above her cars in a
fur trimmed cape, and the other had no
wrap at all, and somehow looked as
warm as the other. I happened to know
the two ladies, and I smiled to myself,
Tho decline in interest in county fairs
is owing to tho fact that there havo been
no new attractions of late years. The
public got tired of looking at big pump
kins and beets and red aud green “sam
plers” forever. The fickle human rniud
demands ever something new. For tho
past year this seemed in a measure to
be supplied by hitching a Midway plai-
sance to tho county fair. The boys yell
ed over it, especially if they fancied
they were doing something naughty
when they gazed upon it. But now the
implement manufacturers havo made a
declaration of war to the knife against
the Midway plaisance. They say it
draws people away from looking at their
beautiful, bright machinery, and they
will enlist the virtue and respectability
of the land in opposition to tho bad
show. Betweon the thrashing machine
and the plaisance, however, we bet on
the plaisance every time.
VISITING GOWN.
for I knew that one wore her furs out
side aDd the other one under her waist.
One had a corded woolen gown of a
rusty dark green, with two rows of
black velvet applique trimming cut out
in wheel notches and bordered with
narrow gilt braid. These rows of vel
vet appliquo were set on oaoh of the
four front seams and reached from top
to bottom. Tho waist was plain in front,
with a short postilion in the back; tho
sleeves, gigot. Down the front of the
waist there was ono row of tho velvet
applique, and it lapped to the left side.
Over this gown was a deep cape of
the same material lined and interlined.
It was scalloped around tho lower edge,
and in each scallop was a handsome
pattern partly embroidered in black
silk and partly velvet applique and bor
dered with narrow gilt braid. Tho col
lar was very high and bordered with
black fur. This was arranged so that it
could lie flat or be brought up close
around the ears, and it gave the woman
a deliciously cozy and bundled up ap
pearance.
The other lady had a rich brown
cheviot with narrow wales, but fuzzy
effect The skirt was circular, all ex
cept the front breadth. This was cut to
appear all in one piece, with a plastron
on the waist, and it was bound with
tan braid. There were four gilt buttons
below and four above the belt. The
waist fastened invisibly under the plas
tron front, which really was about as
ugly and ungraceful a thing as one
could imagine. The collar was a close
turndown and the sieves bishop, with
brown velvet cuffs headed by a narrow
tan silk braid. We know that beneath
that waist there was a snug chamois
vest, don’t we, sisters?
The ball season is close at hand uow,
and there are inch dainty, lovely things
for such purposes. The silk mulls and
soft China and Japanese crapes are
among the prettiest and they come in
all the new shades. Very glossy taffetas
are shown for young ladies. There is
one very charming design where the
taffeta is shot with a silvery white. The
color may be pale blue, a delicate sage
green or perhaps a faint coral pink or
some other light tint, but all aro shot
with white. The taffeta is usually
| plain, but iu some pieces there are tiny
white brocaded or swivel dots, squares
or very small flowers. Young girls in
their first or second seasons should wear
plain bodied goods and depend upon
their simplicity for effect. Girls in their
second season may have their gowns
hand painted or otherwise decorated. A
pale pink moire ball dress had a pattern
It is a pity that the families of
American millionaires, those who have
every opportunity to develop intellectu
al, moral and physical perfection, have,
after all, no higher ambition than to

Anything will do to gamble with.
This year it is cotton.
Everybody who has money is tired
of getting 1 per cent or no per cent for
it. Every business mau who has been
lying on his oars is crazy to do some
thing or engage in something he under
stands. Every enterprise which has
been dormant Is feeling its way for cap
ital and confidence. Labor is every
where eager for work aud employers
still moro eager to open their works. It
only requires the normal machinery of
the country to movo in a normal way,
for consumption to again mako demands
upon production.
When tho history of the lato panic
comes to bo written and the troubles in
cident to it, one of its rcmurkablo fea
tures will be tho effect upon railway
traffic, upon all business of 65,000,000
people, of those who had to and those
who had no need to economize, bnt did
so in every possible way. When one
family uses the old stove with the
cracked lids and pastes paper over the
broken pane of glass and docs not renew
any of the furniture or crockery, when
they wear last year’s clothes and go
from food which might be luxuries to
food which simply supports life, tho eco
nomics arc demonstrated which follow
a total or partial loss of income.
Precisely that process has been going
on for two-thirds of a year among 90
per cent of our population. It has made
clear tho fact that the American people,
who aro charged, and probably justly,
with being the most extravagant people
in the wqrld, can live as closely as any
body when it becomes necessary. But
the effect upon merchants, middlemen
and carriers in the volume of their busi
ness and their profits is disastrous be
yond any process which has ever affect
ed tho business of the country.—Chaun

In a recent interview Senator David
B. Hill said: “The Monroe doctrine did
not change the law of nations. It can
not be formulated in treaty or statute
and has never been affirmed by con
gress, yet its moral influence has been,
is and ought to be very great. ”
