JACKSON
Every citizen of Jackson county, (or
every county in southern Oregon for that
matter) should assist the assessor in at
least making a full and complete census
of the population of the county. This is
always important but at this particular
time the state census is unusually so. for
the important reason that the state cen­
sus for 1895 will be the basis of the ap­
portionment of Jackson county’s repre­
sentation in both houses of the legislature.
The state of Oregon bas not had a re­
adjustment of its legislative apportion­
ment for a number of years and the next
legislature elected will undoubtedly be
compelled to do the jobof reapportioning.
The Portland ring and the Salem hog
are right in it when it comes to appor­
tioning their strength. It will be re­
membered that in the legislature of four
years ago these two beastly outfits at­
tempted a reapportionment in which it
assayed to cut down the delegation from
southern Oregon, their motive being that
southern Oregon was not of tbeir politics
and often interfered with their schemes.
Senator Cameron and Representatives
Merritt and Miller kicked most vigor­
ously and would have disrupted the re­
publican party bad the attempt been
successful. The hog and the ring had to
get down off their percb and no appor­
tionment bill passed.
Regardless of whether we believe Dur­
rant innocent or guilty, as citizens of our
county we should be patriotic in this
matter of Betting ourselves up in Bhape to
be properly represented in the legisla­
ture. There is no use for us to be idle
about this matter and when tbe legis­
lature convenes plead the baby act with
the Salem razor-back and the Portland
Ikleheimers.
Assessor Jackson and his deputies are
very efficient, but there is nothing like a
general co-operation of tbe citizens of the
county when they visit your neighbor­
hood.
Lio like troopers to the assessors about
the value of your property, shirk your
taxes as much ae you please, cuss the
devil out of the assessor and make his
life miserable for having tbe audacity of
assessing you for about half or a third of
what you are worth, but give him a lift
in tbe making of a good complete census.
A Roasting Grand Jury Report.
The following is the final report of tbe
grand jury empaneled for the April term
of the circuit court for Josephine county:
“In regard to the financial condition of
the county, we have to report that we view
with alarm tbe constantly increasing ex­
penses. The expenditures for the past
six months are so much in excess of the
revenues that we are forced to the con­
clusion that the county will soon be
plunged into debt so deeply that all hope
of finally getting clear will be lost. We
would urge that in these hard times tbe
most rigid economy be practiced.
“We have carefully examined the poor
farm and the manner of dealing with the
county poor. We find that the expenses
of the last six months in this manner
have been $1888, which seems to us to be
an enormous expense, as compared with
the expenses in former years, is an enor­
mous increase. We do not consider that
the poor bouse as kept is a proper place for
keeping the poor, and considering the ex­
pense and all things connected therewith
wp would recommend that tbe contract
be abrogated, and that the county return
to the former system of keeping tbe
county poor.
"We find that there bas been much
laxity in the manner of examination of
the insane. That the county iqdgp has
in some instances taken upon birpself the
duty of examination of those charged
with insanity without calling in medical
aid, and that in one instance at least a
person has been comnu|tpd to the poor
house who should have been sent to the
asylum far the insane.

An extra force of men were put on the
Black Jack mine last week and a new tun­
nel commenced. This looks encouraging.
Jillson A Co. have their mill in working
order again and started on another crush­
ing of blue gravel.
Andrew Sutphen made a very neat clean
up last week. He has a good gulch claim.
Many strangers are to be seen on our
streets and a lot of good prospecting will be
done in this vicinity before snow comes
again. There is not a better field in the
state for prospecting.
Quite a telephone system has been com­
pleted. with Henley for main office and
Tom Jones for hello girl. The wires run
from HenTey to Hornbrook Pokegama,
Black Jack mine and tbe Black Jack Co.’s
new mine below Jillsons.
C. L. Hughes has purchased two acres of
ground and built a new residence. When
completed, it will be the finest house in
town by long odds. Good boy Cal, that is
the way to live.
The R. II. Co. have commenced work on
a small park for Hornbrook. Soil has been
hauled and the ground leveled up and
walks made of white granite sand. Trees,
grass, flowers and shrubbery will lie plant­
ed. This will add much to the beauty of
this already pretty place.
