Inheritance and Income Taxes.
Of interest to Americans at present
will be Lord Playfair’s paper on this
subject in Tbe North American Review.
He calls attention to the fact that for tbe
first time in English history the budget
recently prepared by Sir William Har­
court, chancellor of tbe exchequer,
“makes a bold and permanent applica­
tion of the principle that large estates,
both personal and real, should pay death
duties in proportion to their size.” In
accordance with this idea, Sir William’s
scheme provides that the person who in­
herits $500 shall pay to the government
1 per cent, or $5. One inheriting prop­
erty werth $5,000 must pay the govern­
ment $100 on taking possession. An es­
tate worth $50,000 must pay 3 per cent,
and so on. An estate of $5,000,000 is
taxed 8 per cent, and the inheritor must
therefore pay to tho British government
$400,000. What a cry would be raised
in this country if such a tax should be
attempted I
In England Lord Playfair tells us it
is a plainly understood principle that
the rich must pay taxes in groater pro­
portion than the poor. They must pro­
cure licenses for keeping carriages, for
displaying armorial bearings and even
for the right to have a footman with
powdered hair. There seems to be no
question about the justice of the prin­
ciple.
Lord Playfair affirms that the income
tax scheme, both in the United States
and Great Britain, plainly contemplates
a graduated scale. In America under the
new tax law all incomes below $4,000
are exempt In England all above $800
aro taxed. It is to be noted that Lord
Playfair says: “These changes in the sys­
tem of English taxation have not been
made without violent opposition by the
wealthy classes. The adoption of gradu­
ation is a sign that democracy has
largely increased its power in English
politics.” He further declares that if
accumulated wealth is unwilling to pay
publio expenses according to ability it
will lead to disastrous results in the
way of increasing popular belief in the
“wild ravings of communists and an­
archists. ” This growing tendency in­
duced the Liberal government of Great
Britain to concede progressive death
duties. Lord Playfair says wealthy peo­
ple could transmit estates intact to their
heirs by getting their lives insured for
enough to cover the death duties. He
also quotes this saying«of the Earl of
Derby: “I have learned more and more
forcibly the uselessness, to put it on no
other ground, of attempting to resist
the progress of popular ideas, and I
have come to think more and more
highly of the moderation, the fairness
and the general justice with whioh the
masses of men, including all conditions
of life, are disposed to use their power. ”
As to an Extra Session.
Four members of the late lamented
congress, Charles Traoey, Democrat, of
New York; Josiah Patterson, Democrat,
of Tennessee, Bellamy Storer, Repub­
lican. of Ohio, and Robert G. Cou­
sins, Republican, of Iowa, lay before
the people in The North America« Re­
view their opinions as to the need of an
extra session of the Fifty-fonrth con­
gress. Their views, briefly summed up,
are like the chapter on snakes in Ire­
land. There is no need of an extra ses­
sion.
Mr. Tracey calls attention to the
method by which, when greenbacks and
treasury notes are redeemed in gold by
the government, they are not withdrawn
from circulation, but are given out again
and brought anew to draw more gold
from the treasury. One $10 note might
thus withdraw $100 in gold from the
treasury. But Mr. Tracey is of opinion
that under the act of July 11, 1875,
there is ample authority for issuing all
the bonds the government needs and
buying gold with them without the
sanction of congress.
Mr. Storer says that if the Fifty­
fourth congress were called in extra ses­
sion it would legislate on the financial
problem to please itself, not to please the
president, and that therefore there will
be no extra session.
Mr. Patterson says the interests of the
east and the south lie together against
the silver mining interests of the west,
and therefore east and Bouth should
unite on financial measures. Mr. Cous­
ins is of opinion matters are as bad as
they can be now financially, and an ex­
tra session will not help them any. He
thinks, and believes a majority of the
people think with him, that the present
financial troubles of the country are
owing to deficiency of revenue. But the
president can never be brought to adopt
that view. If he were to call an extra
session of congress, it would only be
that the congress might pass measures
of relief which Mr. Cleveland himself
thinks proper, whatever the members
might deem best Under these circum­
stances, the Iowa congressman considers
that an extra session would be worse
than useless.
There is one thing we can say in the
United States from this day on. It is
that no queen or empress was eve» wed­
ded with more costly splendor than the
youngest daaghter of the late Jay Gould
was. The cost of the floral decorations
was not equaled in Russia when Prin­
cess Alix married the czar. The lavish
display which empires and kingdoms
authorize for their rulers on festal oc­
casions was in some respects excelled by
that indulged in by an American pri­
vate citizen.

Simultaneously with the Gould wed­
ding and the Vanderbilt divorce anoth­
er great event claimed the attention of
the country. This was the advent form­
ally of the new silver party, or, as it
calls itself, the Bimetallist party. It
appears before the country standing on
the platform of free silver coinage.
It will gladly accept as recruits to its
ranks men of all the otbor parties
and of no party. The new party’s
chief sponsor, ex-Congressman Joseph
C. Sibley of Pennsylvania, tolls us the
Bimetallist party will undertake to elect
a free coinage president. It has a large
contract on its hands. Mr. Sibley says
the Bimetallists do not care whether
their candidate for president is a Demo­
crat, Republican or Populist, or even if
he be also the presidential nominee ol
one of these parties, just so that he is
right on the silver question.
A Tacoma dispatch 6ays: George
Leschi, a cousin of Jim Bouchett, the
Nisqually Indian medicine man who
was murdered three weeks ago, has been
haranguing the Nisqually tribe, and
says that 40 of them will march to the
Muckle-Shoot reservation, and demand
a big indemnity of the relatives and
tribesmen of Jerry Dominic, who killled
Bouchett because he failed to cure
Dominic’s children. If the indemnity
is not paid Dominic and his relatives
will be liable, according ¡to Indian cus­
tom, to be killed at any time.
A year ago the steamer Newbtarn was
wrecked on the rocks off Point Vincent,
and now the owners have brought suit
against members uf the crew to recover
$250 which the sailors received from the
sale of the propeller. The men say the
wreck was abandoned and was fired to
cover up evidence that she was a smug­
gler.
Further news comes of a later insur­
rection at Presidion, Tex., among the
Mexican fanatics who are followers of
the woman known as “Saint Teresa,”
who claims to perform miracles by the
aid of divine power. Some of her ad­
herents were arrested for disturbing the
tranquility of the people and their at­
tempted rescue resulted in the death of
several persons.
Another railroad project is mooted at
San Francisco.
It is to build a line
along the ocean shore from San Fran­
cisco to Santa Cruz and thence to Tu­
lare. Eastern capitalists are interested
in the scheme. The company was or­
ganized a year ago and surveys were
made, but hard times put a stop to ope­
rations. The line is to be called the
Weet Shore and Valley railroad.
Kidney.

Harry St. John, son of ex-governor
St John of Kansas, a member of the
last Oklahoma legislature, shot and
killed his wife recently.
Irene Madden, six years old was killed
in front of her home in Brooklyn by a
trolley car. Her body was shockingly
mangled. She was the 108th victim
killed by trolley cars in Brooklyn.
The Northwest National bank of Chi-
jago was robbed of $5,000 by an employe
named N. W. Griffin. He has been ar­
rested. He speculated in stocks. Grif­
fin worked in the bank for 20 years.
State Senator Hart shot and killed his
hired man, William Milne, at Casper,
Wyo. Hart claims that his employe
was too familiar with Mrs. Hart. Hart
is one of the most prominent and
wealthy men in Wyoming. Milne had
worked for him many years.
A train on the Rock Island road was
held up near Dover, O. T., by five men.
The express messenger was shot for re­
fusing to open the safe. The bandits
robbed the passengers of obout $800 and
a large quantity uf jewelry. A posse
pursued the robbers and killed one of
them in a fight.
A special from Wantoga, O. T. says:
Al EVans and Dr. Babb, bedfellows in a
hotel, quarreled over the proper division
of the bedclothing, and Evans, drawing
a pistol from under the pillow, shot and
killed Babb. When Sheriff Wilson at­
tempted tp arrest Evans he was shot
twice by the murderer. Wilson is not
fatally injured. Evans is in jail. He
ie> notorious desperado.
Brakeman Charles Nolan was killed
and several other train hands injured
in the wreck of a mixed train near Wa-
buska on the Carson and Colorado line.
There several cars of cattle in the train.
The animals in one car became fright­
ened and rushed to one side of the car
causing it to turn over, thus derailing
the rest of the train. Two dozen head
of cattle were killed.
A saloon and grocery store in the
Fishermen’s Exchange at New Orleans
were demolished by an explosion and
five persons were killed. It was first
surmised that the mafia had taken this
means to avenge the death of an Italian
who was killed by the proprietor of the
saloon, but it seems more probable that
a quantity of powder in the grocery
was accidentally exploded.
The Palace hotel at San Francisco was
the scene of a romantic and sensational
tragedy a few days ago. Carlo Enrico
Reta shot Miss Adele Wolf and then
killed himself • Both were shot through
the heart.
Reta and the girl were
lovers but her mother objected to their
marriage. Reta was out of money and
had pawned everything he owned. He
was a lieutenant in the Italian army
and was away on a leave of absence.
Frank Colvin, one of the best known
oountry editors in Nebraska and low«,
killed himself in Omaha in the presence
of Miss Early, a young Jady he wished
to marry. Colvin left a letter stating
that he went to Omaha to urge Miss
Early to marry him and she told him
she had secretly married another man.
Miss Early denies that she is married cr
that she was engaged to Colvin. Colvin
was editor of the Randolph (la.) Reg­
ister.
