Capt. Crowell’s Pension.
Washington, D. C. Feb. 28,—Senator
Mitchell has secured a pension for Captain
William 8. Crowell, of Jacksonville, at $8
per month, from August 3,1892.
Representative Hermann today intro­
duced a bill extending the time for work­
ing assessment on mining claims to one
year hence.
Representative Hermann has secured
pension* for Joseph H. Butler, of Douglas
county, and William T. Leever, of Jackson
county. These are old soldiers of the late
war. Mr. Hermann’s bill for pensioning
William Russell, an Indian war survivor,
has been favorably reported by the com­
mittee on pensions.
In answer to a house resolution asking
as to the amount of lands patented to rail­
road companies since May 26,1891, the com­
missioner of the general land office gave
the following for Oregon: Roseburg dis­
trict, 227,049.86; Oregon City district. 1055.
80; Lakeview district, 1837.86 Total for
Oregon, 229,943 52
The committee on pensions, by a unani­
mous vote a few days ago, favorably re­
ported Representative Hermann’s bill
granting pensions to survivors of Indian
wars prior to and including the year 1856.
The commissioner of pensions estimate*
2399 survivors and 1340 widows of the In­
dian wars of Oregon and Washington be­
tween 1851 and 1856. Of the Cavuse Indian
war of 1847-48 it is estimated that there
still survive 144, with 82 widows. The rec­
ords show 7229 as the tiumder of troops
who served in the Oregon and Washington
Indian war*, and 682 who served in the
Cayuse war. The cost of pension* for the
first year is estimated at $730.656. This is
for all the survivors of the Indian wars
prior to 1856, who are estimated to number
4707, with 2924 widows. There are only
five survivors of the Simlnole war. There
are more survivors of the Oregon and
Washington Indian wars than all the
other Indian wars prior to 1856 It is pos­
sible that the bill may pass in the next
congress.

The Blacksmith Lien Law.
House bill No. 126 providing lien« for
horse shoeing:
Every person who shall shoe any horse,
mule, ox or other animal shall have a
lien upon the animal shod for his reason­
able charges for shoeing the same, and'
each lein conferred by this act «ball be
,
superior
to the lein of any chattel mort­
gage, bill of sale, conditional contract or
i
other
security upon such animal.
Any person desiring to secure the ben­
efit
of this act shall, within sixty days
1
after the shoeing of such animal, or in
case he shall have shod inch animal
1 more than once within sixty days after

the
date of the last shoeing, file with the
( county recorder or coiiDty clerk, as the
( case may be, of the conntv in which
| such animal is, a notice of his intention
t<> claim a lien upon such animal for his
charges
for shoeing the same. Such

notice shall state the name of the person
claiming
the lien, the name of the owner

1 reputed owner of the animal sought to
he charged with the lien, and a descrip-
tion sufficient for identification of ths

ing such animal, but no lien shall be had

more than six months prior to the filing

The liens may be foreclosed by suit or
by advertisement and sale in the follow­
ing manner: The person desiring to
foreclose such a lien by advertisement
and sale shall deliver to the sheriff or any
constable of the county in which animal
is situated, a certified copy of the notice
, of lien with the request endorsed thereon
for the foreclosure of such lien. There­
upon such sheriff or constable shall take
such animal described in such notice in­
to his possession and hold the same, and
shall advertise the same for sale to sat­
isfy said lien, once a week for two suc­
cessive weeks in a daily or weekly news­
paper published in said county, and
after giving such notice shall sell such
animal at public auction to the highest
bidder for cash to satisfy said lien
and accrued interest and the costa of
taking possession and holding and selling
the animal, delivering the overplus of
money arising upon such sale, if any, to
tho owner of such animal or his author­
ized agent.
This act shall he liberally construed.
