National Highways Association Shows Their Relation. ROAD WORK FOR PRISONERS. Enables Many Districts to Improve Highways at Low Expense. California by stat ute provides that deserters and other misdemeanants shall be worked by the counties upon the roads and a sum not exceeding $ 1.50 a day be paid to their dependents for the work. Miss Beatri v McCall of the wo man’s protective bureau of Oakland has reported to the national commit tee on prisons that Los Angeles nnd Sacramento counties ure enforcing this provision and employing their prison ers in road work. The bureau is en deavoring to have the statute enforced in Oakland county. The movement to work county pris oners on public roads is also gaining ground in Louisiana. New Orleans passed an ordinance in 1907 providing for such work. Other j counties have leased their prisoners under the lease system, aLolislied ns I far ns state prisoners are concerned by i the constitution of the state. W. O. Ilart, president of the Louisiana Pris on Reform association, has informed the national committee on prisons that the association is introducing u bill into the next session of the legislature to abolish the lease system even for county prisoners and extend the New Orleans system to other counties. Kalamazoo county. Mich., freed It self of tramps by establishing road camps for county prisoners. Salem county, N. J., found the road camp a means of overcoming crowded eomli tlons in the Jail. E.. president of the National Highways association, In favor of good roads. lie says: “ Given the same density of popula tion. the town with better roads has the smallest percentage both of disease and deuths. When statistics show this is almost invariably the case, there must be some connection between good roads and health. “ It is true that n town with good roads is a progressive town, with a health board that is correspondingly well informed and alert, but it is also true that good roads have directly con tributed to the progressive spirit. In short, money lms rolled in over their well kept surfaces. Through them the town has become wealthier and wiser, and better health protection is a nat ural result.” Again he says: “ A community to be wholly healthy must not be a queer community. It must take a sane inter est in its business and the relation of its business to the outside world. It must mix with other people besides its own Immediate neighbors. In other words, it must come out of itself, and to do this It must look to its roads. “ Where the roads are heavy, narrow, muddy and ImiHissable the community becomes segregated—a quiet backwa ter, quaint but useless in our national progress nnd sometimes queer and dan gerous.
