The state railroad commission has
issued an order directing the East­
ern Oregon Cooperative Telephone
company, in Union county, to in­
crease its rates more than double as
a matter of self preservation for
itself and fair dealing toward its
competitor which cannot continue
to exist iD competition with former
rates.
This ia the first rase of the kind
that ever came before the railroad
commission and the commissioners
order indicates the broad powers
conferred upon the commission by
the public utilities act. In (his the
Home Independent Telephone com­
pany complained that the Eastern
Oregon Cooperative Telephone com­
pany was ruining its business by its
low competitive rates, that it was
sapping the cream of the service in
Union county, and that it was oper­
ating its lines, which served Elgin,
Summerville, Cove and Union at a
loss to itself, that it wires and equip­
ment were not of as good material
as those of the plaintiff company.
The defendant company replied
that it was entirely satisfied with
the returns it was receiving, that
the telephone system way a mutual
ami cooperative concern and was in­
tended to give its patrons cheap
service.
But the railroad commission fimls
this service is being given too cheap­
ly. It finde that the company can­
not voluntary operate at a loss to
itself and ruin its competitors. The
principle here laid down is consid­
ered of far reaching importance.
The company was furnishing tele­
phones to its own members who
paid a membership fee of $ 35 , for
50 cents a uioutb, and to non-mem­
bers for $1 a month, and all patrons
were entitled to ten free long dis­
tance calls a month over any of the
companies lines.
The commission ordered the com­
pany to charge as a minimum the
following:

ual service, $ 2.50 per month; party
lineB, $2 per month; for residence
telephones, individual service, $ 1.75
per month; party line $ 1.25 per
month; such rental to include the
privilege of free use of the associa­
tion's lines in Union county for con~
versatious limited to four minutes
to all subscribers of defendant, if it
so elects. The company is given
30 days in which to put the rates
into effect.
Cupid too Troublesome
Uncle Sam evidently has found
the epidemic of marriages among
Philippine school teachers unsatis­
factory. Following wholesale mar­
riages of Philippine women teachers
to men teachers and army officers,
the announcement comes from the
Civil Service commission that here­

in the islands. Only men teachers
and women who have husbands,
