It is the duty of the state and society to make provision so that members of every community may get equal opportunity to educate themselves. The free public schools are glories of the United States and the free public libraries ate the most effective and practical educational institutions for the people who have not the time or means to pursue courses of studies in colleges or un iversities. Thomas Carlyle rightly remarked “A true university is a collection of good books." The state of Oregon realizes the need of having a public library in every community and thus has es tablished the free circulating library department of the State Library Commission. This department ren ders practical aid to any communi ty which wants to undertake the noble work of establishing a library by loaning a set of fifty books— fic tion, history, sociology, children’s books, etc.,— every six months. II the people show proper interest they can get one hundred books every three months. The state does not charge anything but transpor ta'.ion expenses, aud demands that the books be loaned free to the people, and that there shall be some respon sible person who will take care ot the books and return them to the state library in due time. The free circulating library can be located in any place, even in a private res idence, by making some arrange ment so that the reading public can take out books at certain hours at least once a week. Bandon, Myr tle Point, Gold ¿each, North Bend and other towns have free circulat ing libraries and Marshfield had one before the people had their own library. Coquille is the county seat. It is gratifiing to know that the public spirited citizens have succeeded in securing two lots— worth $900— as the future site of the public library building. But it is a matter of re gret that Coquille has not at the present time, any kind of public library or reading room We think it desirable that the library associa tion of Coquille should lake up the work ot establishing a free circulat ing library. This library will serve as a stimulus to create greater in terest among the public. It will increase membership of library asso ciation; eventually It will educate the people, in a practical way, about the need of a public library that they will demand from the com mon council and city authorities a special appropriation to establish and maintain a respectable library and reading room equal to the pres tige of the city of Coquille. We sincerely hope that the Co quille Club, Commercial Club, Ladies’ Club, Library Association and organizations interested in the betterment of the community will take proper heed to this humble suggestion and make necessary arrangements to establish a free circulating library as the logical forerunner of a magnificient public library and reading room. Complete information about free circulating library can be obtained by applying to the Secretary of the State Library Commission, Salem, Oregon. T arakn ath D as . A. C.
