Yellowstone Lake, Yellowstone Park, Wyo., July 8,— Vice Presi dent Fairbanks is a hero. His long legs and presence of mind stood him in good stead yesterday even ing, when he plunged into a lake and rescued Miss Lena Wallace, a waitress at the hotel where he is staying. I t so happened that she is the girl who has been attending his table which makes the incident nil the more pleasing. Mr. Fairbanks and J. E. Gibbs, proprietor of the hotel, were sitting on the piazza overlooking the lake exchanging stories when they saw a boat coming across the lake con taining several persons. The Vice- President was laughing boisterous ly at some remark made by Gibbs when a piercing shriek alarmed both of them and they noticed that the boat had capsized. Two men and two women had managed to gain their footing and were making for the pier, but another woman was floundering in the water. M r fairbanks leaped over the railing of the piazza and ran to the pier. The woman had sunk twice and was going down for the third time when he reached her, half swimming aDd half wading, and seized her clothing. The water was over his head, but he managed to hold to the woman until o d b of the men on the pier realized the situa tion and swam out. He and Fair banks brought in the woman, who waB resuscitated at the hotel. I t required a half hour’s work to restore her to consciousness, after which Mr. Fairbanks went to his room and changed his clothing. W a n t Pacific N aval Baae. Washington, July 10— There ia a rumor that Secretary R oot ia ne gotiating with Mexico for the pur chase of Magdalena Bay, or if neces sary all of Lower California, in or der to secure another naval base. The Secretary’s contemplated visit to Mexico seems to lend oolor to the story. Inquire at the Mexican legation elicited the reply that Ambassador Crell was away for the summer and that no negotiations were under way at present. The only question known to be under consideration is regarding the budding of a dam on Mexican soil to prevent the over flow o f the Imperial valley lands. The dam was built, but the nego tiations regarding it have never been completed. The heads of the naval bureaus assert ignorance cf the plans o f the administration to send the battle ship fleet to the Pacific, notwith standing official confirmation of the reports. These bureau chiefs say that they are engaged only in rou tine work and that they are making no unusual preparations. They also assert that they have bad no orders to do otherwise. And on the surface there are few signs of abnor mal activity in the Navy Depart ment. Many of the chiefs are away and the unusual proportion of sub ordinates are on vacation. Many in ventors for this purpose have been made but none of them have been satisfactory and the postal officials are becoming discouraged in their attempts to secure one. A t present a simple hook device has been adopted by which a pass in g train takes up a waiting mail bag. This is done by meaDs o f a hook and catcher. The same scheme has been tried fq ( delivering bags but has been found unsuccessful, the momentum gained in discharging the 22 pound bag being to great to be withstood by a device of this kind. Hundreds of reports and com plaints reach the Postoffice Depart ment daily of mail sacks that are thrown on to the platform of the stations where it is impossible to make stops. The bags are fre quently forced under the wheels by suction, are ground to pieces and the mail scattered broadcast. Airship Sails Over Washington. Washington, July 6.— Lincoln Beachy, the boy aeronaut, and his yellow, cigar-shape airship sailed over Washington today.
