Congress has been losing valuable time during the long holidays ad journment The session is Bhort enough anyway and not a few Re presentatives have declared that the long recess is a serious handicap to both Houses. As the recess cuts off eleven of the seventy-eight working days of the session, it will be seen that some tall hustling is necessary between now and next March, if the plan of work outlined at the begin- ing is to be carried through. This session considerable more time has been occupied than usual in the reading of the numerous messages of the President, for in addition to the regular message, which was un usually long, these have eonsum- med not less than three full days in reading. Then, there has been much time lost through putting off until after the holiday recess, the discussion of several important measures, so taking things alto gether, it is safe to predict that this congress, like the ooe before it. Will have the usual congestion of busi ness at the close, when sometimes, as many as a half a dozen of the great appropriation bills remain un acted upon until the very last hour when nothing but confusion reigns and when there is liability to grave error. It will be remembered that at the close of the first half of the present Ocugress an appropriation of three millions of dollars was made in error through the haste to nn end. Perhaps the proposal to do away with the holiday adjournment, except for a brief Christmas recess, will strike a responsive chord with an increased number of members as well as with the people through the country. E d w a r# H . ■ a rrim a s. The point of view from which the writer makes his observations has much to do with the estimate placed on great men as wall as great enterprises. The sketoh of E. H. Harriman in the current number of the W orld’s Work, extracts from which appear on this page, shows the greatest railroad man the world ever saw in the role of a self made man who has fought his way up from the lowest rung of the ladder. Mr. Harriman has unquestiona bly left a wreck-strewn wake behind him in many of bis sensational cy clonic movements through Wall street, but it should not be forgot ten that the foes who went down before bis superior genius and spec ulative skill were all willing to ride into wealth and power over his prostrate form if the opportunity offered. His life work discloses a rather close adherence to the golden rule of Dax id Harum to “ do unto others as they do unto you, and be sure and do it fust,” but in this he appears to hoxe been simply adapting him self to bis environment, Whatever odium may attach to some of the operations of this railroad aud financial genius, there is much in his career that gives the lie to that ancient chestnut about the oppor tunities for a young man in this country being exhausted. For E. H. Harriman, the man who today controls more miles of railroad than would be needed to circle the earth and who has more men on his pay roll and more millions behind him than any other individual anywhere, at the age of 18 was suffering all of the pangs o f poverty that are felt by the son of a minister whose sal ary was woefully inadequate for the needs of the family he was bringing up. Jay Gould, Daniel Drew,. Jim Fisk, the Vanderbilts J. P. Morgan and a host of other financial kings were brilliant figures in the com mercial and railroad world whon the poor bat keen young Mr. Har riman began struggling for a foot hold in defiance of the admonitoo that this country no longer offered opportunities for a poor mao and perhaps Ihe strsogest feature of these remarkable conditions, which have admitted of the growth of such a financial Colossus, lies in their possibilities for the future, for somewhere iu this broud lsnd, strug gling along and fighting herd for a bare existence, are the Harrimans who will take up the scepters which the money kings < f the present gen erations will soon lay aside. The world has paid high tribute to genius since the beginning of time, and it will continue to do so until the end, and there can be no confusion of genius with other less valuable traits when the possessors can work the maricle which have made the name Harriman famous throughout the civilized world.— Oregonian. Woodmen of World Dedicate New Temple Woodmen of the World from all over the state attended the dedica tion of the new Woodmen temple, at 126 Eleventh street, this af ternoon. The exet rises began at 3 o ’clock. The dedication ceremo nial was performed by l L Bosk, bead of Pacific jurisdiction. With the dedication of their home, the Woodmen of the World of Port land have one of the finest head quarters on the Pacific Coast. Rock efeller gladdened the heart of Chi cago by a new Year’s gift of $3,000, 000 to the University of Chicago yesterday. Mr. Rockefeller is the founder of the big school, and his last donation brings his total gifts to the institution up to 121,416,921, 91. Gilt-edged securities compris ed the gifts yesterday, of which sum $2, 700,000 goes to the permanent endowment fund. The remainder of the gift—8217,000— is to make up the year’s defict, and to increase the salaries of instructors.
