W EDNESDAY,
DEC. 26 1906.
Decks Cleared By Westerners
Washington, Dec. 18.—Congress,
men from Washington, California
Utah and Wyoming held a meeting
today and agreed to act in concert
in all legislation affecting Oriental
immigration.
They appointed a
vigilance committee to watch all
proposed
legislation
regarding
Chinese and Japanese immigration,
and in ease any bill on this subject
is taken up for action to notify all
men from the Pacific Coast, so they
can formulate plans of action.
Several bills have been prepared
looking to a change in the Cbinese-
exclusion act, but it appears to be
the consensus of opinion of West
Coast men that this shall not be
changed. It now operates to suc
cessfully
excluded
undesirable
Chinese and is acceptable to the
Chinese Government.
Therefore
no change is advisable.
It was the new universal of the
delegation that our treaty with
Japan does not prohibit the enact
ment of a law excluding Japanese
coolies, and most of those attending
the conference believed Congress
should extend the Chinese exclu
sion act so as to apply to Japanese
coolies- How such action will be
determined rests upon a subcommit
tee consisting of Representatives
Kahn, McKinley and Hayes, of Cal
ifornia, who will take up a bill to
this effect and ascertain the possi
bilities of its enactment.
I f they find such a bill can pass
they will so report, and the Pacifio
Coast delegations will then meet
for a conference and decide upon
what action to take. Apparently
they are unanimous, and they count
on the support of Representative
Hermann, of Oregon. The Pacific
Coast members finally decided to
have a delegaiton visit the Panama
Canal during the holidays and inves
tigate the demand there for Chinese
laborers. A special party will leave

About Inheritance Tax.
Washington, Dec. 17.— A bulletin
issued by the census bureau shows
that in 1902 about one half of the
states had inheritance tax laws, the
administration of which yielded a
little more j than |$7,000,000. Cen
sus officials believed that this
amount has since increased to an
annual income of nearly 112 , 000 ,
