Washington, Oet, 9.— Who is re sponsible for the creation of the Salton Soa in Southern California, which already covers an area of 400 square miles and threatens to'spread over 2,000 square miles, if some means of diverting the Colorado river can not be devised? This question is perplexing Mex ican and American diplomatists, but for the time being diplomatic repre sentations have been suepended, and both the United States and Mexico are bending every effort to check the river, which has been acciden tally turned from its course through the efforts ef the California Develop ment Company to irrigate lands in Northern Mexico and Southern Cal ifornia. Repeated attempts have been made to turn the river back into the channel, but without success. Again and again, (the Southern Pacific Railroad has been compelled to move its tracks, which isn through the Salton sink, and have been forced onto the foothills surrouud- ing the great basin, which is being coverted into a sea. Several small towoB are now beneath the waters which the Colorado has poured in. to the basin, and in many places on ly the tops of the telegeaph poles indicate where the roadbed former ly was. In the lowest part of the sink the water is now 70 feot deep. For a time the water from the Colorado raised the sea at the rate of six inches a day and it has been estimât ed that granting the failure of en gineers to check the river in 40 years, all the basin located |beneath the main course of tbe Colorado will be recovered with water. A part of this basin is in Mexico, and a failure to control tbe river would give this country and Mexico a lake comparable to tbe great Lakes separating the United States sod Canada. At present tbe lake is greater than any body of water wholly within the United States ex cept Salt Lake and Lake Michigan. A sample letter sent out by one of the inspectors in a western Oregon county is as follows: “ I find tbe San Jos scale is spreading very fast over the county and every ono that has a fruit tree should be prepared to spray as soon as the leaves are off or partly off. The young scale is more easily destroyed in the spring, besides the sprav will kill the moss on the tree which furnishes protection for the scale.
