to take timber free o f charge from
the vacant, nnreeerved, non-mineral
public lands o f the state, not within
national forests, fee their own uses
for building, agricultural, mining or
other domestic purposes, but not for
barter gr sale, under rules and regula-
tione proscribed by the Secretary o f
the Interior.
