The manager shall submit to the council, at its first meeting in each month, a report of the business done during the previous month. If it shall be deemed ex* pedient, the manager may, by Or- dinance, be required to perform, in addition to the duties herein pro- vided, the duties of any other appoin­ tive office or offices.
