In ad­ dition to those paid permits 18 own­ ers grazed JI head of horses and 68 head of cattle free of charge, under the provision of a regulation of the Forest Service that a limited nujnber of use stock may be grazed by people living within or adjacent to a Nat­ ional Forest free of charge. The Umpqua Forest is not con­ sidered a typical grazing forest, but certain areas are very attractive to both sheep and cattle men, and ,,by carefully alloting the range and mak­ ing certain reservations for campons, hunters, etc., the limited amount of grazing can consistently be permit­ ted.
