Hesse, Astoria attorney, and Judge I Zimmerman, of Clatsop county, in particular, for what he describe« as the “exorbitant fees” demanded and allowed f ori-fegvl services in connec tion with the liquidation af state banks. Kay’s criticism is contained in a letter to a depositor in the old As toria Savings bank in which he de clares that the state banking depart ment unable to protect depositors in these defunct banks against such ex orbitant charges so long as the courts of the state persist in ignoring agree ments made by attorney^ covering such services. Kay’s letter points out that Hesse, m a member of the law firm of Norblad A Hesse, had agreed ! to abide by the decision of- A. When Hesse declined this offer ’ j as too small it was raised to 81250 and | later to 81500. Hesse claimed 815,000 w a reasonable fee for his service in ' the suit.
