At thia time and distance from political headquarters it looks as though Ralph L. Hamilton stood the beat chance of winning out, although we have not changed our opinion that Rott W. This is vouched for by the foremost political scientists from their knowledge of the operation of the cabinet system in other states. Walter F. Dodd, head of the de partment of political science in Yale University, says: “A departmental or ganisation fixes responsibility, where as without it there is no opportunity to hold anyone responsible for mis conduct.” In reply to a questionnaire dealing with this subject, Professor Dodd says: “My own feeling is that a poor govenffir is brought into a position where there is a better opportunity of checking him up and that a good gov ernor has a much greater opportunity to develop an efficient administra tion.” Prof. John A. Failie, of Illinois, says: “State administration in Illinois under the new code in my opinion has been distinctly better under a poor governor than it would have been un der the former disintegrated system.” Prof. John M.
