YOUR BIRTHDAY by Stella Wilder
Born today, you always seem aware of time
passing, and nothing gets you going like a
glance at a clock or hearing a tick-tick-tick
telling you to get moving. It might, at times,
seem to others that you feel you have little
time available to you, or that you are running
out of it prematurely, but the truth is that you
are simply set at a higher gear, and you prefer
to approach everything energetically and
quickly.
MONDAY, DECEMBER 5
SAGITTARIUS (Nov. 22-Dec. 21) -- How
is it possible to reconcile the good and the bad
today when they emanate from the same
place? Close study is certainly required of
you.
CAPRICORN (Dec. 22-Jan. 19) -- Your
outlook can remain positive and your inten-
tions true today, despite being surrounded by
those who don’t share your integrity.
AQUARIUS (Jan. 20-Feb. 18) -- You’ve
seen the signs pointing to a seemingly fore-
gone conclusion, and that’s what you should
work toward. Now is no time to tempt fate.
PISCES (Feb. 19-March 20) -- It may
simply be that your alignment of certain
projects doesn’t lend itself to efficiency -- and
that’s a problem you can solve today.
ARIES (March 21-April 19) -- You may be
forced to deal with something today that
you’ve actively tried to avoid -- but your work
ethic will surely hold you in good stead.
TAURUS (April 20-May 20) -- Things may
not pan out exactly as you had expected
today, but you can take a leaf out of a Cancer
friend’s book and remain flexible.
GEMINI (May 21-June 20) -- You may
display an unusual behavioral trait today, but
only those who are stuck in the past will be
bothered by this. It’s time to look forward.
CANCER (June 21-July 22) -- Your focus
must be on the things you have left to do,
rather than any new tasks that are connected
to a developing project. Tie up loose ends.
LEO (July 23-Aug. 22) -- How you com-
plete a task today will say more about you,
certainly, than how you begin it. Indeed, you
may suffer from more than one slow start.
VIRGO (Aug. 23-Sept. 22) -- You’re free to
do and say what you want today, but you
would be wise to consider your audience and
the timing involved in letting loose now.
LIBRA (Sept. 23-Oct. 22) -- It’s a good
idea to let your admiration for someone else
show a little today -- and it’s time to see where
this relationship might lead you.
SCORPIO (Oct. 23-Nov. 21) -- Your own
individuality will be put to the test today,
perhaps in a fun way, as there is much others
are doing that you’d like to explore.
MONDAY, DECEMBER 5, 2022
YOUR BIRTHDAY by Stella Wilder
Born today, you are always eager to reach
out and connect with other people, and even
as a very small child you will likely be remark-
ably sociable, able to get along with all man-
ner of other people -- children and grown-ups
alike. As you reach maturity, you may choose
not to surround yourself with people as much
as you might have done in your youth, but
you will still want to connect, communicate
and share the stories of your life and the lives
of others as you discover new ways of navigat-
ing your journey here on Earth.
TUESDAY, DECEMBER 6
SAGITTARIUS (Nov. 22-Dec. 21) -- You’ll
be working against the clock for much of the
day, then quite suddenly time will seem to be
on your side. That’s a relief.
CAPRICORN (Dec. 22-Jan. 19) -- You are
eager to put a little more spice into your daily
life -- and today you’ll have more than one
option available. Which’ll it be?
AQUARIUS (Jan. 20-Feb. 18) -- You may
find yourself playing “mix and match” with
people, places and things today. This “game”
has some very serious overtones.
PISCES (Feb. 19-March 20) -- It’s impor-
tant that you clean up after yourself as you
work today, for you’re not likely to have time
to do it once all is said and done.
ARIES (March 21-April 19) -- It’s a good
time to practice what you preach, as others
will certainly be watching you -- if not out-
right, then surreptitiously.
TAURUS (April 20-May 20) -- When it
comes to decision-making, you’re the one
others will go to today, as you’re likely to be
both confident and quick. A good combina-
tion!
GEMINI (May 21-June 20) -- Your focus
may shift from one thing to the next through-
out the day, but you can still get things done
by timing your efforts with great care.
CANCER (June 21-July 22) -- You may be
showing signs of fatigue, and you fear you’re
approaching burnout, but a chance encounter
is likely to revive you and your spirits.
LEO (July 23-Aug. 22) -- Others will be
gravitating toward you all day long, and
though you won’t know precisely why, you’ll
have to deal with the sheer numbers.
VIRGO (Aug. 23-Sept. 22) -- You can’t
guarantee the efficiency of a certain task
simply by throwing more money or man-
power at it. You must think this problem
through.
LIBRA (Sept. 23-Oct. 22) -- You may be
pulled in more than one direction today by
someone who cannot make a simple decision.
You’ll have the chance to take the reins.
SCORPIO (Oct. 23-Nov. 21) -- You’re not
likely to have a lot of control over the timing
of a certain endeavor, but the overall quality is
certainly up to you. Keep it high.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA
GRANDE, UNION COUNTY, OREGON, REGULATING CAMPING ON
PUBLIC PROPERTY AND PROHIBITING CAMPING IN CERTAIN
AREAS; AND DECLARING AN EFFECTIVE DATE
This Ordinance will be read for the first time by title only during a Public
Hearing on December 7, 2022. The final Public Hearing is scheduled
on January 4, 2023, at which time the Ordinance will be read a FINAL
time by title only.
Three copies of this Ordinance are available in the City Manager’s of-
fice for public review.
If adopted, this Ordinance would establish codes related to camping
in the City to allow for legal camping during reasonable time periods,
while protecting sensitive areas of the City that are disproportionately
impacted by the negative effects of such activity. If adopted, camping
in areas would be discouraged where such activities fundamentally un-
dermine the public’s ability to use that public property for its intended
purpose and create unsafe and unsanitary living conditions, which can
threaten the general health, welfare and safety of the City and its in-
habitants.
All Sessions of the La Grande City Council are accessible to persons
with disabilities, and special accommodations will be made for those
with visual and/or hearing impairments. Please call 541-962-1309, to
request an interpreter or to arrange special accommodations. Should
you have questions in connection with this proposed Ordinance or de-
sire additional information, please contact Acting City Recorder Stacey
