The proposed project is located in Union County and Baker County,
Oregon. The National Environmental Policy Act and the Council on
Environmental Quality’s regulations require an evaluation of potential
environmental impacts associated with federal projects and actions
with input from the public.
You are invited to attend a public scoping meeting where your
input is requested. At the meeting, the range of resource issues and
conceptual alternatives addressing system improvements in Powder
Valley Water Control District will be presented. Participants will have
an opportunity to submit their comments, ideas, and concerns.

SITE IMPROVEMENT PROJECT 2022

Sealed Bids for the “Grant County Transportation District/The People Mover, Site Improvement Proj-
ect 2022” will be received by the Grant County People Mover, 229 NE Dayton, John Day, OR 97845, until
3:00 p.m. local time on October 5, 2022. First Tier Subcontractor Disclosure Forms will be accepted until
5:00 p.m. local time on October 5, 2022. The bids will be publicly opened and read at the John Day Fire
Hall, 316 S Canyon Blvd, John Day, OR,97845, at 3:00 p.m. local time on October 5, 2022.
The District may reject any bid not in compliance with all prescribed public bidding procedures and re-
quirements, and may reject for good cause any or all bids upon a finding of the District that it is in the
public interest to do so. The bidder must be registered with the Construction Contractors Board.
Estimated Cost Range: $80,000 to $90,000
This project consist of constructing 165’ of variable height (2’ to 5’) poured in place concrete retaining, re-
moval of 50’ of existing wall and hauling and placing approximately 750 yards of clean, approved fill ma-
terial.
The project bid consists of, but may not be limited to, the following unit cost items:





Mobilization, Lump Sum;
General Excavation (footing): Cu. Yards
Imported Fill Material: Cu. Yards
Cast in Place Concrete Retaining Wall : Lump Sum
Remove Existing Retaining Wall (50’): Lump Sum
This is a Grant County Transportation District/The People Mover Project by and through the Grant County
Transportation District, funded through a Statewide
Transportation Improvement Fund (STIF) Discretionary Grant, and is subject to the current Oregon Bureau
of Labor and Industries (BOLI) Prevailing Wage Rates.
A Bid Bond in the amount of 10% of the bid amount is required with the proposal. Performance and Pay-
ment Bonds in the amount of the contract bid amount will be required of the successful bidder.
The District will award the contract at their board meeting scheduled for October 11 at p.m. at the John
Day Fire Hall.
Contract Work will commence on or after October 15, 2022. The contractor shall complete all work required
in the contract on or before November 30, 2022.
The contractor will not be required to have an asbestos abatement license under ORS 468A.720.

Powder Valley Water Control District
Infrastructure Improvements
The United States Department of Agriculture Natural Resources Con-
servation Service (USDA- NRCS) in Oregon is considering improve-
ments to irrigation infrastructure in Powder Valley Water Control
District. Powder Valley Water Control District is the project sponsor
and Farmers Conservation Alliance is assisting NRCS in this plan-
ning process. Improvements under consideration may be partially
funded through the Watershed Protection and Flood Prevention Act
of 1954 (PL 83-566) and will address water conveyance and opera-
tion inefficiencies in District-owned infrastructure while supporting ex-
isting agricultural land use.

TRUSTEE’S NOTICE OF SALE
The Trustee under the terms of the Trust Deed described herein, at the direction of the Beneficiary,
hereby elects to sell the property described in the Trust Deed to satisfy the obligations secured thereby.
Pursuant to ORS 86.771, the following information is provided:

2. Description of Property:
No address, Imnaha River Woods, Wallowa County, Oregon, with the legal description:
Lots 20, 21, and 22, Block K, Unit No. 3, IMNAHA RIVER WOODS SUBDIVISION (being a part of Section
34, Township 3 South, Range 48 East of the Willamette Meridian, and HES #52 in Township 4 South, Range
48 East of the Willamette Meridian), Wallowa County, Oregon, as shown by the Plat thereof on file and of
record in the Office of the County Clerk of said County and State in Book 2 of Plats, Page 51.
3. Recording:
November 2, 2004, Wallowa County, Oregon, Document No. 2004-51889, as assigned by that Assignment
recorded December 19, 2019, Document No. 2019-81125, (the “Trust Deed”). No other assignments of the
trust deed by the trustee or by the beneficiary and no appointments of a successor trustee have been made
except as recorded in the real property records in the county in which the above described property is sit-
uated; further that no action has been instituted to recover the debt, or any part thereof, now remaining se-
cured by the trust deed. Appointment of Successor Trustee Recording: May 5, 2020.

(1) The sum of $18,081.44; (2) Interest from October 18, 2021 at $3.23 per day; (3) Real estate taxes in

5. Sale of Property
Notice is hereby given that, because of the default, the Beneficiary and the Trustee have elected to foreclose
the Trust Deed by advertisement and sale pursuant to ORS 86.705 to 86.815 and to cause to be sold at
public auction to the highest bidder for cash the interest in the described property which the Grantor had at
the time of the execution by Grantor of the trust deed, to satisfy the obligations secured by the trust deed
and the expenses of sale, including the compensation of the trust as provided for by law and the reasonable
fees of trustee’s attorney.
Time of Sale: Deed by advertisement and sale pursuant to ORS 86.705 to 86.815 and to cause to be sold
at public auction to the highest bidder for cash the interest in the described property which the Grantor
had at the time of the execution by Grantor of the trust deed, to satisfy the obligations secured by the

for the sale, to have this foreclosure proceeding dismissed and the Trust Deed reinstated by doing all of the

herein that is capable of being cured by tendering the performance required under the Notice or Trust Deed;
and (3) Paying all costs and expenses actually incurred in enforcing the Note and Trust Deed, together with
Trustee and attorney fees.
