NOTICE OF BALLOT TITLE FOR THE NOVEMBER 2022 ELECTION
NOTICE IS HEREBY GIVEN that on August 8, 2022, the City Admin-
istrator received from the City of Union Council the following ballot title
for a measure to be referred to the legal voters of the City of Union on
November 8, 2022 General Election:
CAPTION: PERMANENTLY PROHIBITS PSILOCYBIN-RELATED
BUSINESSES WITHIN CITY OF UNION.
QUESTION: Shall City of Union permanently prohibit psilocybin-related
businesses?
SUMMARY: State law allows for the manufacturing, transportation, de-
livery, sale and purchase of psilocybin, the psychedelic drug found in
certain mushrooms. State law provides that a local government may
adopt an ordinance to be referred to the voters to prohibit the estab-
lishment of licensed psilocybin product manufacturers and/or psilocybin
service centers. The City of Union City Council adopted an ordinance
to refer to the voters that permanently prohibits psilocybin-related busi-
nesses in City of Union. A “Yes” vote would permanently prohibit the
establishment of psilocybin product manufacturers and psilocybin serv-
ice centers within the city limits of the City of Union. A “No” vote would
permit the establishment of psilocybin product manufacturers and psilo-
cybin service centers within the city limits of the City of Union.
NOTICE IS FURTHER GIVEN that any elector of the City who believes
the proposed measure contains more than one subject or who believes
the ballot title is insufficient, not concise, or unfair may file a petition for
judicial review with the Circuit Court for Union County no later than
5:00 PM on August 29, 2022 which is at least seven business days
after this notice. Any elector who files a petition to review the ballot title
must notify the City Administrator in writing that the petition has been
filed no later than 5:00 PM on the next business day following the day
the petition is filed.
NOTICE OF BALLOT TITLE FOR THE NOVEMBER 2022 ELECTION
NOTICE IS HEREBY GIVEN that on August 8, 2022, the City Admin-
istrator received from the City of Union Council the following ballot title
for a measure to be referred to the legal voters of the City of Union on
November 8, 2022 General Election:
CAPTION: CONTINUATION OF THE LIBRARY OPERATIONS LEVY
FOR AN ADDITIONAL FIVE YEARS.
QUESTION: Shall City of Union support library services by levying
$1.05 per $1,000 assessed value for five years, beginning July 2023?
SUMMARY: Measure renews and reduces a levy that expires in June
2023. Renewal supports the City Library of Union by funding central
support and services. The expiring levy provides 100% of total City op-
erating and personnel Library funding. Renewal of the levy will allow
the Library to: Maintain open hours, avoiding cuts in service; Fund chil-
dren’s reading events, including summer reading and literacy programs
for preschoolers; Purchase books and materials that all library users
have access to; Provide reading and learning support, including online
access and homework help designed to improve school success for
all students in the city. The reduced five-year levy continues library
services at a fixed rate of $1.05 per $1,000 of assessed value, which
is unchanged from the current rate. In 2023, typical homeowners with
an assessed value (not market value) of $200,000 would pay $210.
Estimated levy amount for each year: $125,197 in 2023-24; $128,953
in 2024-25; $132,821 in 2025-26, $136,807 in 2026-27; $140,910 in
2027-28.

the proposed measure contains more than one subject or who believes
the ballot title is insufficient, not concise, or unfair may file a petition for
judicial review with the Circuit Court for Union County no later than
5:00 PM on August 29, 2022 which is at least seven business days

NOTICE OF RECEIPT OF BALLOT TITLE FOR THE
NOVEMBER 8, 2022 ELECTION
NOTICE IS HEREBY GIVEN that on August 12, 2022, the City
Recorder, received from the City Attorney the following ballot title for
a measure to be referred to the legal voters of the City:
CAPTION: Prohibits psilocybin-related businesses within the City of
Island City.
QUESTION: Shall Island City prohibit psilocybin-related businesses
in the City of Island City?
SUMMARY: State law allows operation manufacturer, distribution and
possession of psilocybin and psilocin. State law provides that a city
council may adopt an ordinance to be referred to the voters to prohibit
the establishment of any of those registered or licensed activities.
Approval of this measure would prohibit the establishment of psilo-
cybin product manufacturers and/or psilocybin service center opera-
tors within the area subject
to the jurisdiction of the City of Island City.
NOTICE IS FURTHER GIVEN that any elector of the City who be-
lieves the proposed measure contains more than one subject or who
believes the ballot title is insufficient, not concise, or unfair may file a
petition for judicial review with the Circuit Court for Union County no
later than 5:00 PM on August 23, 2022, which is at least seven busi-
ness days after this notice.
Any elector who files a petition to review the ballot title must notify
the City Recorder in writing that the petition has been filed no later
than 5:00 PM on the next business day following the day the petition
is filed.
