Project Description: This project consists of finishing and enclosing
the phase 2 construction, a 60’x60’ building, that is currently an open
three-sided pole building, that is an attached addition to the fully en-
closed phase 1 construction. The scope of the work involves fully en-
closing the phase 2 construction with three walls, (10) roll up doors and
frames, concrete door sills, concrete floor, 60’ x 60’ x 6” thick, with
drains, install concrete aprons on east and west walls matching existing
apron, installing electric lights, electric receptacle drop cords, installa-
tion of at least two outdoor yard lights, installation of a firewall on the
north wall of phase 1, and laying base rock and 3/4’ minus driveway
rock outside the phase 2 building.
Additionally, the bid will consist of a concrete floor with drains installed
in the completed phase 1 enclosed building. This floor would be ap-
proximately 48’x 60’x 6” thick.

On July 1, 2020, Idaho Power supplemented the final license application for the project with additional in-
formation on its proposal, including an analysis of the new and revised fish-related protection, mitigation,
and enhancement measures proposed under the

settlement, and updated information on project resources. Additionally, Idaho Power filed on October 14,
2020, draft biological assessments for species managed by the U.S. Fish and Wildlife Service and the
National Marine Fisheries Service, which included an analysis of the effects of the new and revised meas-
ures on fish and wildlife listed under the Endangered Species Act.
In order to assess the new and revised fish-related protection, mitigation, and enhancement measures
proposed under the settlement, the Oregon and Idaho water quality certificates, and the draft biological
assessments, Commission staff intends to prepare a draft and final supplemental EIS in accordance with
the National Environmental Policy Act. The supplemental EIS will describe and evaluate the effects of the
proposed action and alternatives. The focus of the supplemental EIS will be on the new and revised meas-
ures proposed by the settlement, the conditions contained in the Oregon and Idaho water quality certifi-
cates, and the information provided in the draft biological assessments. For the resource areas not affected
by the new and revised proposed measures or new environmental information, the supplemental EIS will
either include or incorporate by reference analyses from the Commission’s final EIS.
With this notice, we are reinitiating informal consultation with the U.S. Fish and Wildlife Service and the
National Marine Fisheries Service under section 7 of the Endangered Species Act and the joint agency
regulations thereunder at 50 C.F.R., Part 402.
The draft supplemental EIS will be sent to all persons and entities on the Commission’s service and mailing
lists for the Hells Canyon Project. Recipients will then have 60 days to review the draft supplemental EIS
and file written comments with the Commission. All comments filed with the Commission on the final sup-
plemental EIS will be considered in the Order taking final action on the license application. The application
will be processed according to the following Hydro Licensing Schedule. Revisions to the schedule may be
made as appropriate.

Expected revenues are slightly increased from the prior year budget due to reduced expenditures in the 2021‐2022 fiscal year and a higher beginning fund balance going into the 
2022‐2023 fiscal year. Significant effort is being put into capital outlay and creating a capital project plan for this fiscal year and beyond. The office has also recently hired a 
Master Gardener Coordinator who will be rebuilding the program back after having the vacancy for 2 years.

NOTICE OF INTENT TO PREPARE A SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT
(June 13, 2022)
On August 31, 2007, the Commission issued a final Environmental Impact Statement (EIS) for the Hells
Canyon Project. On December 30, 2019, Idaho Power filed an Offer of Settlement (settlement) with the
Commission for the Hells Canyon Project. 3 The settlement, which was executed on April 22, 2019, in-
cludes, among other items, spring Chinook salmon and summer steelhead fish passage measures. In ad-
dition, the Oregon and Idaho Departments of Environmental Quality each issued a water quality
certification under section 401 of the Clean Water Act for the Hells Canyon Project on May 24, 2019.

NOTICE OF BUDGET HEARING
A public hearing of the Elgin Parks and Recreation District and Elgin Parks and Recreation Board of
Directors will be held on June 28, 2022 at 4:00 pm at The Elgin Community Center, 260 North 10th
Ave, Elgin, Oregon. The purpose of this meeting is to discuss the budget for the fiscal year begin-
ning July 1, 2022 as approved by ElginParks and Recreation Budget Committee. A summary of the
budget is presented below. A copy of the budget may be inspected or obtained at 790 South 8th
Ave, Elgin, Oregon, between the hours of 8 a.m. and 5 p.m. Monday thru Thursday. This budget is for
an annual budget period. This budget was prepared on a basis of accounting that is the same as the
preceding year.
UNITED STATES OF AMERICA
FEDERAL ENERGY REGULATORY COMMISSION
On July 21, 2003, Idaho Power Company (Idaho Power) filed an application for a new license for the Hells
Canyon Project, 1 FERC No. 1971. The project is located on the Snake River in Washington and Adams
Counties, Idaho, and Wallowa and Baker Counties, Oregon. The Hells Canyon Project consists of three
developments (dams, reservoirs, and powerhouses) on the segment of the Snake River forming the border
between Idaho and Oregon. 2 The three developments are Brownlee, Oxbow, and Hells Canyon, which
combined provide 1,167 megawatts of power generating capacity and 6,562,244 megawatt hours of elec-
tricity annually. The project occupies approximately 5,640 acres of federal land, including land managed
by the U.S. Bureau of Land Management and the U.S. Forest Service.

Notice of 45-day Comment on Draft Environmental Impact Statement
Powder River Mining Draft Environmental Impact Statement
Request for Comment: The Draft Environmental Impact Statement (DEIS) for the Powder River Mining
Analysis is now available for a 45-day Comment Period. The Wallowa-Whitman National Forests propose
to authorize the approval of 22 mining Plans of Operation in the Powder River Watershed as specified in
36 CFR 228.4(a). Once the Record of Decision is signed and issued, reclamation bonds and any 401 cer-
tifications and valid water rights determined necessary as a result of this analysis will be required before
the Plans of Operation are approved, and prior to commencement of mining activities (FSH 2817.23a (1)).
The Powder River Mining project area is located on the Whitman Ranger District of the Wallowa-Whitman
National Forest (WWNF), approximately 14 miles southwest of Baker City, Oregon. The analysis area in-
cludes 22 proposed mining Plans of Operation (Plans) dispersed throughout the Powder River watersheds
(Hydrologic Unit Code (HUC5)), an area encompassing approximately 150,487 acres in northeast Oregon
of lands managed by the Wallowa-Whitman National Forest (126,715 acres), including
approximately 23,772 acres managed by other entities (i.e. private, state, and BLM). Typically, each project
would disturb and reclaim an area of approximately 1-10 acres annually. The legal description for the wa-
tershed is: Township 8, 9, 10 South, Range 36, 37, 38, 39 East, Willamette Meridian.
This comment period is intended to provide those individuals and entities interested in or affected by this
proposal an opportunity to make their concerns known to the responsible official. Only those who submit
timely, specific written comments during a public comment period will be eligible to file an objection pur-
suant to 36 CFR part 218 regulations, subparts A and B. Issues raised in objections must be based on
previously submitted written comments specific to the proposed project or activity unless the objection
concerns an issue that arose after the opportunities for comment.
Comments received during this public review of the Draft EIS will be considered, and a Final EIS and draft
Record of Decision will be released for a 45-day review and objection period.

2022, in the Federal Register. Those wishing to comment should not rely upon dates or timeframes pro-
vided by any other source.
