PUBLIC NOTICE
A public meeting of the Budget
Committee for the City of Haines,
Baker County, State of Oregon, to
discuss the budget for the fiscal
year July 1, 2022 to June 30,
2023 will be held on Tuesday,
May 24, 2022 at 6:00 pm.
The purpose of the meeting is to
receive the budget message and
to receive comments from the
public on the budget. A copy of
the budget document may be ob-
tained at the Haines City Hall or
can be viewed on the City of
Haines

ofhainesor.org on or after May 17,
2022.
This is a public meeting where
deliberation of the Budget Com-
mittee will take place. Any person
may appear at the meeting and
discuss the proposed programs
with the Budget Committee in-
cluding the use of State Revenue
Sharing Funds. The Budget Com-

Community Connection of
Northeast Oregon, Inc. is seek-
ing general contractors for its
residential Weatherization Assis-
tance Program which serves
Baker, Grant, Union, and Wallowa
counties. The program funds 20
to 40 homes per year at an aver-
age cost of $20,000 per home.
Typical work includes blowing in-
sulation in building cavities such
as floors, ceilings, and exterior
walls, sealing ductwork, twining
insulation under floors, air sealing
the building shell, and installing
exhaust fans, exterior doors, and
windows.
To qualify, a contractor must have
a Certified Lead-Based Paint
Renovation Contractor’s License
and experience working on both
manufactured and site-built
homes. Contractors barred from
federal contracts will not be con-
sidered eligible. Previous weath-
erization installer experience is a
plus, however weatherization
trainings for contractors will be re-
quired. These trainings will be
available to our contractors in the
near future.

Powder River Lane starting Mon-
day, April 25, 2022, and is sched-
uled through the month of August
2022. Road work will be from the
intersection of Highway 30 and
continue west on North Powder
River Lane for 4.44 miles. Work
will consist of surveying and stak-
ing, clearing and grubbing, re-
moval and replacing of culverts,
roadway excavation, full depth
reclamation, paving and pave-
ment markings. Expect delays up

INVITATION TO BID

Haines Water Compliance Project – Phase 3
Sealed bids for the Haines Water Compliance Project – Phase 3 will be received by The City of Haines
until 1:00 p.m., Tuesday, May 31st, 2022 at which time bids will be publicly read aloud. Within 2 working
hours after the date and time designated for bid opening, the Bidder’s shall submit to the City the First
Tier Sub-Contractor’s Disclosure form. If a First Tier Sub-Contractor Disclosure form is not received by
3:00 p.m. the bid will be considered Non-Responsive. Proposals shall be clearly marked “Haines Water
Compliance Project – Phase 3” showing the date and time of the bid opening, and shall be delivered to
the City of Haines, Haines City Hall on or before the above bid time. No faxed or electronically submitted
bids will be considered.
A voluntary Pre-Bid Conference will be convened Monday, May 23rd, 2022 at 1:00p.m. at Haines City
Hall, 819 Front Street, Haines, OR 97833. Statements made by the Contracting Agency’s representatives
at the Pre-Bid Conference are not binding upon the Contracting Agency unless confirmed by written ad-
dendum.
Bid approval by City Council is scheduled for the subsequent City Council meeting that occurs on the 2nd
Tuesday of the month, beginning Tuesday, June 14th, 2022 at 7:00p.m. A pre-construction conference
will be scheduled following council approval.
Work will include:
Installation of about 3,200 lineal feet of waterline main, including service pipe, blow off assemblies, fire
hydrants, and asphalt resurfacing. The project also includes jacking and boring crossing of the downtown
railroad and one stream location. The work is divided into a base bid of the work generally on the east
side of town and ten (10) additive alternatives that cover improvements generally on the west side of town.

Bid Procedures and Conditions, Bid Forms, Drawings, Specifications, and other Documents collectively
referred to as Bid Documents may be examined at the following locations:

Electronic copies of the bidding documents are available for purchase at http://www.questcdn.net upon
payment of $15. The QuestCDN project number is 8194844. All addenda will be issued electronically and
available for no extra cost at QuestCDN. Contract Documents must be purchased and submitted in com-
pletion in order to be considered a Responsive Offer as Defined by OAR 137-046-0110(33).
The project is funded through CDBG funds and as such Oregon Bureau of Labor and Industries (BOLI)
Wage Rates and Davis Bacon Wage Rates must be paid on this project. Contractor agrees to be bound
by and will comply with the provisions of ORS 279C.840.
Each bid must contain a statement as to whether the Bidder is a resident Bidder, as defined in ORS
279.120. In determining the lowest responsible Bidder, City of Haines will, for the purpose of awarding
the Contract, add a percentage increase on the bid of a nonresident Bidder equal to the percentage, if
any, of the preference given to that Bidder in the state in which the Bidder resides.
Each proposal must be submitted on the prescribed form and accompanied by a bid bond payable to City
of Haines in an amount not less than ten percent (10%) of the amount bid.
The successful Bidder will be required to furnish separate Performance and Payment Bonds of one hun-
dred percent (100%) submitted on the prescribed forms for faithful performance of the Contract in the full
amount of the Contract price. The Surety issuing the bond must have an attorney-in-fact or a principal
doing business in the State of Oregon. This information must be included on the bond statement.
The Contracting Agency will not receive or consider an Offer for a Public Improvement Contract unless
the Offeror is registered with the Construction Contractors Board, or is licensed by the State Landscape
Contractors Board, as specified in OAR 137-049-0230.
Contractor shall not discriminate in obtaining required Sub-Contractor’s in accordance with ORS
279A.110(4). (See OAR 137-049-0440(3)).
The City of Haines reserves the right to reject any or all proposals not in compliance with all prescribed
Public Contracting procures and requirements, including the requirement to demonstrate the Bidder’s re-
sponsibility under ORS 279C.375(3)(b). The City of Haines may also reject any or all proposals for good
cause, or any or all bids upon a finding of the Owner that it is in the public interest to do so, to postpone
the award of the Contract for a period not to exceed thirty (30) days, and to accept that proposal which is
to the best interests of City of Haines.
