RESOLUTION NO. 403-22
FAIR HOUSING RESOLUTION
LET IT BE KNOWN TO ALL PERSONS of the City of Sumpter, Baker County, Oregon that discrimination
in the sale, rental, lease, advertising of sale, rental or lease, financing of housing or land to be used for
construction of housing, or in the provision of brokerage or rental services because of race, color, religion,
sex, disability (physical or mental), familial status (children) or national origin is prohibited by Title VIII of
the federal Fair Housing Amendments Act of 1988. It is the policy of the City of Sumpter, Baker County,
Oregon to support the Fair Housing Amendments Act of 1988 and to implement a Fair Housing Program
to ensure equal opportunity in housing for all persons regardless of race, color, religion, sex, disability
(physical and mental), familial status (1. children, and 2. actual or perceived sexual orientation, gender
identity or marital status or its members), or national origin. Therefore, the City of Sumpter, Baker County,
Oregon does hereby pass the following Resolution:
BE IT RESOLVED that within the resources available to the City/County through city, county, state, federal
and community volunteer sources, the City of Sumpter, Baker County, Oregon will assist all persons who
feel they have been discriminated against because of race, color, religion, sex, disability (physical and
mental), familial status(children) or national origin in the process of filing a complaint with the Oregon Civil
Rights Division or the U.S. Department of Housing and Urban Development, Seattle Regional Office Com-
pliance Division, that they may seek equity under federal and state laws.
BE IT FURTHER RESOLVED that the City of Sumpter shall publicize this Resolution and through this
publicity shall cause real estate brokers and sellers, private home sellers, rental owners, rental property
managers, real estate and rental advertisers, lenders, builders, developers, home buyers and home or
apartment renters to become aware of their respective responsibilities and rights under the Fair Housing
Amendments Act of 1988 andany applicable state or local laws or ordinances.
THE FAIR HOUSING PROGRAM, for the purpose of informing those affected of their respective respon-
sibilities and rights concerning Fair Housing law and complaint procedures, will at a minimum include, but
not be limited to: 1) the printing, publicizing and distribution of this Resolution; 2) the distribution of posters,
flyers, pamphlets and other applicable Fair Housing information provided by local, state andfederal
sources, through local media of community contacts; and 3) the publicizing of locations
where assistance will be provided to those seeking to file a discrimination complaint.
EFFECTIVE DATE This Resolution shall take effect upon signing.

South Baker Intermediate School: Bus Loop
The Baker School District 5J – South Baker Intermediate School Bus Loop project consists of installing a
new asphalt bus loop, a concrete walkway, a new gate layout with access, and landscape west of the
existing school. The scope of work will also include demolition/relocation of existing the hardscape, land-
scape, and utilities.
The Baker School District 5J will received sealed bids in writing from qualified contractors until 2
p.m. Pacific Time, Tuesday, May 17, 2022 at the Baker School District Office (2090 4 th Street, Baker
City, OR 97814), at which time the bids will be opened and read aloud to all in attendance. Bids submitted
via other method or received after the time fixed for opening will not be considered.
The First-Tier Subcontractor Disclosure Form must be submitted in a separate envelope within two (2)
business hours after the advertised bid closing time.
(NON-MANDATORY) PRE-BID MEETING: A non-mandatory pre-bid meeting will be held at 11:00 a.m.
Pacific Time, Friday, May 6, 2022 at South Baker Intermediate School, 1285 3 rd Street, Baker City, OR
97814. Meet at the intersection of Grace Street and 4 th Street. This pre-bid meeting will be immediately

INVITATION TO BID
By submitting a bid, the Contractor agrees that the provisions required by ORS 279C.800 through ORS
279C.870 (workers on public works to be paid not less than prevailing rate of wage) shall be included in
the contract. The current wage rates applicable to this project are available at www.boli.state.or.us.

Haines Water Compliance Project – Phase 3
No bid will be considered unless accompanied by certified check, cashier's check, or bid bond made
payable to Baker School District 5J in an amount equal to ten percent (10%) of the Basic Bid. Interest will
not be allowed on bid security.
Sealed bids for the Haines Water Compliance Project – Phase 3 will be received by The City of Haines
until 1:00 p.m., Tuesday, May 31st, 2022 at which time bids will be publicly read aloud. Within 2 working
hours after the date and time designated for bid opening, the Bidder’s shall submit to the City the First
Tier Sub-Contractor’s Disclosure form. If a First Tier Sub-Contractor Disclosure form is not received by
3:00 p.m. the bid will be considered Non-Responsive. Proposals shall be clearly marked “Haines Water
Compliance Project – Phase 3” showing the date and time of the bid opening, and shall be delivered to
the City of Haines, Haines City Hall on or before the above bid time. No faxed or electronically submitted
bids will be considered.
It shall be understood and mutually agreed by and between the Contractor and Owner that the date of
beginning and time for completion of the project are essential conditions of the contract and that the time
for beginning and completion of the project shall be considered by the Owner in awarding the contract.
No bidder may withdraw his bid after the hour set for the opening thereof, or thereafter, before award of
the contract, unless award is delayed for a period exceeding thirty (30) days from the Bid Opening date.
The Owner reserves the right to waive any irregularities in the bids, to reject any or all bids, and to accept
only such bids as may be in the Owner’s best interest.

Hall, 819 Front Street, Haines, OR 97833. Statements made by the Contracting Agency’s representatives
at the Pre-Bid Conference are not binding upon the Contracting Agency unless confirmed by written ad-

Installation of about 3,200 lineal feet of waterline main, including service pipe, blow off assemblies, fire
hydrants, and asphalt resurfacing. The project also includes jacking and boring crossing of the downtown
railroad and one stream location. The work is divided into a base bid of the work generally on the east
side of town and ten (10) additive alternatives that cover improvements generally on the west side of town.
Bid Procedures and Conditions, Bid Forms, Drawings, Specifications, and other Documents collectively
referred to as Bid Documents may be examined at the following locations:

Electronic copies of the bidding documents are available for purchase at http://www.questcdn.net upon
payment of $15. The QuestCDN project number is 8194844. All addenda will be issued electronically and
available for no extra cost at QuestCDN. Contract Documents must be purchased and submitted in com-
pletion in order to be considered a Responsive Offer as Defined by OAR 137-046-0110(33).
The project is funded through CDBG funds and as such Oregon Bureau of Labor and Industries (BOLI)
Wage Rates and Davis Bacon Wage Rates must be paid on this project. Contractor agrees to be bound
by and will comply with the provisions of ORS 279C.840.
Each bid must contain a statement as to whether the Bidder is a resident Bidder, as defined in ORS
279.120. In determining the lowest responsible Bidder, City of Haines will, for the purpose of awarding
the Contract, add a percentage increase on the bid of a nonresident Bidder equal to the percentage, if
any, of the preference given to that Bidder in the state in which the Bidder resides.
Each proposal must be submitted on the prescribed form and accompanied by a bid bond payable to City
of Haines in an amount not less than ten percent (10%) of the amount bid.
The successful Bidder will be required to furnish separate Performance and Payment Bonds of one hun-
dred percent (100%) submitted on the prescribed forms for faithful performance of the Contract in the full
amount of the Contract price. The Surety issuing the bond must have an attorney-in-fact or a principal
doing business in the State of Oregon. This information must be included on the bond statement.
The Contracting Agency will not receive or consider an Offer for a Public Improvement Contract unless
the Offeror is registered with the Construction Contractors Board, or is licensed by the State Landscape
Contractors Board, as specified in OAR 137-049-0230.
Contractor shall not discriminate in obtaining required Sub-Contractor’s in accordance with ORS
279A.110(4). (See OAR 137-049-0440(3)).
The City of Haines reserves the right to reject any or all proposals not in compliance with all prescribed
Public Contracting procures and requirements, including the requirement to demonstrate the Bidder’s re-
sponsibility under ORS 279C.375(3)(b). The City of Haines may also reject any or all proposals for good
cause, or any or all bids upon a finding of the Owner that it is in the public interest to do so, to postpone
the award of the Contract for a period not to exceed thirty (30) days, and to accept that proposal which is
to the best interests of City of Haines.
