Community Connection of
Northeast Oregon, Inc. is seek-
ing general contractors for its
residential Weatherization Assis-
tance Program which serves
Baker, Grant, Union, and Wallowa
counties. The program funds 20
to 40 homes per year at an aver-
age cost of $20,000 per home.
Typical work includes blowing in-
sulation in building cavities such
as floors, ceilings, and exterior
walls, sealing ductwork, twining
insulation under floors, air sealing
the building shell, and installing
exhaust fans, exterior doors, and
windows.
To qualify, a contractor must have
a Certified Lead-Based Paint
Renovation Contractor’s License
and experience working on both
manufactured and site-built
homes. Contractors barred from
federal contracts will not be con-
sidered eligible. Previous weath-
erization installer experience is a
plus, however weatherization
trainings for contractors will be re-
quired. These trainings will be
available to our contractors in the
near future.

Project Description: This project
consists of the construction of the
new locker rooms in the existing
gymnasium. There is currently
work being completed under the
Seismic project, on the gymna-
sium. The scope of the work in-
cludes insulation, doors, frames,
hardware, drywall, tile flooring,
painting, electrical, plumbing,
HVAC and fire alarm. THIS
PROJECT IS SUBJECT TO

Powder River Lane starting Mon-
day, April 25, 2022, and is sched-
uled through the month of August
2022. Road work will be from the
intersection of Highway 30 and
continue west on North Powder
River Lane for 4.44 miles. Work
will consist of surveying and stak-
ing, clearing and grubbing, re-
moval and replacing of culverts,
roadway excavation, full depth
reclamation, paving and pave-
ment markings. Expect delays up

2022 Legal Notice of Unclaimed Capital Credits
Oregon Trail Electric Cooperative (OTEC) hereby gives notice of UN-
CLAIMED PAYMENTS OF CAPITAL CREDITS.
Pursuant to OTEC bylaws and policy, the names of OTEC Members
entitled to capital credit retirements – who have not yet claimed their
retirements – can be reviewed on the OTEC website at:
www.otec.coop/capital-credits
If you are an OTEC Member and current (or former) consumer of
OTEC, please check the OTEC website and list of Members who have
failed to claim capital credits owed.
Application for re-issuing funds owed may be made at your local OTEC
office or 4005 23rd Street, PO Box 226, Baker City, Oregon 97814. Un-
less those persons named, or their heirs, claim payment no later than
July 31, 2022, for unclaimed capital credits that have been available
for a period of four years, or December 31, 2017, the unclaimed funds
may be forfeited to the Cooperative. The Board of Directors has the dis-
cretion to contribute all, or a portion, of the forfeited funds to the Oregon
Trail Electric Cooperative Scholarship Fund to benefit those served by
the Cooperative.
