MARKETING SERVICES
A public meeting of the Budget
Committee of the City of Baker
City, Baker County, State of Ore-
gon to discuss the budget for the
fiscal year July 1, 2022 to June
30, 2023, will be held at Baker
City Hall, 1655 First Street in the
City Council Chambers. The
meeting will take place on the
2nd day of May, 2022 at 6:00
p.m., and if needed, additional
meetings will be held at the same
time and place on the 3rd , 4th ,
and 5th days of May, 2022. The
purpose of the meeting is to re-
ceive the budget message and to
receive comment from the public
on the proposed budget.
This is a public meeting where
deliberation of the Budget Com-
mittee will take place. Any person
may appear at the meeting and
discuss theproposed programs
with the Budget Committee.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the
Board of Directors of The Hospital Facility Authority of Union County,
Oregon (the “Authority”) on Monday, May 2, 2022, at 12:00 p.m., or as
soon thereafter as the matter may be heard, at the Grande Ronde Hos-
pital, Mt. Emily Conference Rooms, 900 Sunset Drive, La Grande, Ore-
gon 97850. The purpose of the hearing is to hear public comment on
a request by Grande Ronde Hospital, Inc., an Oregon nonprofit corpo-
ration (the “Borrower”), to the Authority to issue its revenue bonds, as
qualified 501(c)(3) bonds as defined in Section 145 of the Internal Rev-
enue Code of 1986, as amended (the “Code”), in one or more series,
pursuant to a plan of finance, in a maximum aggregate principal
amount of $50,000,000 (the “Bonds”).
The proceeds of the Bonds will be loaned to the Borrower to finance
all or a portion of the costs of designing, constructing, improving, fur-
nishing and equipping a new surgical center project and other capital
improvements, and to reimburse certain prior capital expenditures, at
the Borrower’s hospital facility known as Grande Ronde Hospital (col-
lectively, the capital projects to be financed by the Bonds are herein
referred to as the “Projects”).
The Projects to be financed by the Bonds are located at 700, 710 and
900 Sunset Drive, La Grande, Oregon 97850. The Projects are owned
by the Borrower, which is an Oregon nonprofit corporation and organ-
ization described in Section 501(c)(3) of the Code.
The principal of and interest on the Bonds will not constitute a debt of
Union County, Oregon (the “County”), nor shall the Bonds be payable
from a tax of any nature levied upon any property within the County,
nor within any other political subdivision of the State of Oregon. The
Authority has no taxing power. The Bonds will be limited obligations of
the Authority, payable only from revenues and resources provided or
arranged by the Borrower pledged to the payment of the Bonds and
any credit enhancement arranged for by the Borrower.
Section 147(f) of the Internal Revenue Code of 1986 (the “Code”) re-
quires that qualified 501(c)(3) bonds, such as the Bonds, must be ap-
proved by the applicable elected representatives of the governmental
unit having jurisdiction over the area in which the assets being financed
and refinanced by the Bonds are located. For the Authority to issue
the Bonds, it is necessary that the Board of Commissioners of the
County, as the applicable elected representatives of the Authority, ap-
prove of the Bonds.
The purpose of the public hearing will be to provide a reasonable op-
portunity for members of the public to express their views, orally or in
writing, regarding the issuance of the Bonds and the uses and pur-
poses of the proceeds of the Bonds. The hearing will be conducted in
a manner that provides a reasonable opportunity for persons with dif-
fering views to be heard on the question of the issuance of the Bonds.
